Job Description

SUMMARY

Provides advice and assistance on all issues related to staffing and employment of qualified individuals in accordance with Office of Personnel Management (OPM), HHS and CDC standards, policies, and regulations.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Provides continuing technical advice and assistance in resolution of staffing problems and issues.
  • Advises on the use of automated recruitment processes.
  • Recommends innovative methods and strategies to resolve recruitment problems.
  • Administers a variety of placement actions in accordance with Office of Personnel Management (OPM), HHS and CDC standards, policies, and regulations.
  • Develops and provides information to assure personnel and staffing requirements and resources are fully met.
  • Troubleshoots and resolves difficult and complex recruitment and placement issues.
  • Works with hiring officials and subject matter experts to determine the best method to fill vacant positions.
  • Recruits and/or places personnel in position vacancies based upon requests received.
  • Develops vacancy announcements and rates and ranks applicants.
  • Makes referral under the local merit promotion and/or delegated examining programs.
  • Process and review personnel actions with authority to certify the accuracy of information entered and ensures that the proposed action is in compliance with statutory and regulatory requirements.
  • Evaluates trends in serviced activities and other factors influencing future needs.
  • Researches and interprets regulations, policies and procedures.
  • Maintains regular and punctual attendance.
  • Performs other duties as assigned.

Job Requirements

MINIMUM QUALIFICATIONS

  • Bachelors’ degree. In lieu of degree, similar work experience or certifications may be acceptable.
  • Must have two (2) - five (5) years of federal HR experience in the Recruitment and Placement and Position Management functional areas.
  • Proficient in Microsoft Suite products (i.e. MS Excel, PowerPoint, Word, Outlook).
  • Must be able to obtain and maintain a Homeland Security Presidential Directive (HSPD)-12.
  • Requires Delegated Examining (DE) Certification.
  • Must obtain and maintain any necessary security access and/or background checks.

  • Ability to prioritize multiple tasks successfully.
  • Excellent written communication skills to perform accurate documentation, both written and electronic, of all activity in accordance with requirements.
  • Ability to work in a diverse, flexible, deadline-driven, government environment. 
  • Strong organizational skills and detail oriented.
  • Demonstrates accuracy and thoroughness; monitors own work to ensure quality.

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

WORK ENVIRONMENT

Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Position consists of seeing up close and sitting for long periods of time, bending, stooping, crouching, and lifting up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. COMPENSATION AND BENEFITS:

  • Pay is $110k - $115k per year.
