Senior Program Analyst (Capabilities Requirements Coordination Support)
Do you want to ensure your Navy and Marine Corps warfighter is successful and supported in the battlespace of tomorrow? Then join KBR as a Senior Program Analyst to support the requirements and resourcing for the Navy and Marine Corps fleet. You will provide support to N98 requirements Officers managing MQ-4C TRITON to include Broad Area Maritime Surveillance - Demonstrator (BAMS-D) air system where applicable.
Role and Responsibilities:
  • Assist Requirements Officers with development of spreadsheets, program descriptions and reports that accurately reflect capabilities, financial requirements, and associated risks.
  • Provide technical and administrative assistance in support of N98 execution of the Joint Capabilities Integration and Development System (JCIDS) generation of capability-based requirements documents such as but not limited to Mission Area Analyses, Functional Needs Analyses, Functional Solution Analyses, Initial Capabilities Documents, Analysis of Alternatives, Capabilities Development Documents, Capability Production Documents and Test and Evaluation Master Plans, in conformance with CJCSI 3170 (Series) and SECNAVINST 5000.2E as discussed in the basic Statement of Work Section 3 addressing support for "capability development processes."
  • Assist in the development and preparation of programmatic documents, acquisition documents, requirements documents, support plans and/or other documents and analyses supporting requirements and capability development as directed by the Airborne ISR Capability Requirements Officer.
  • Assist in the review and submit comments on prime contractor program documentation, such as contract deliverables, Plans of Action and milestones (POA&Ms), planning documents, periodic progress reports, and other technical documents as directed.
  • As required by the N98, participate in Pre-Analyses of Alternatives (AoAs), and Evaluation of Alternatives (EoAs) to evaluate and compare the effectiveness, costs, and cost effectiveness of potential weapon system alternatives in meeting defined Naval requirements.
  • Support the development and update of the Concept of Operations (CONOPS), Initial Capabilities Document (ICD), Capabilities Development Documents (CDDs) and Capability Production Document (CPD).
  • As required provide analytic support for the development of TRITON and other Airborne ISR capability acquisition documentation required to support ongoing EMD reviews, Milestone Reviews, and procurement activities that may include but not limited to: Acquisition Plan (AP), Acquisition Program Baseline (APB), Command, Control, Communications, Computers, and Intelligence Support Plans (C4ISP), and Test & Evaluation Master Plan (TEMP).
  • Support liaison activities with Navy entities on Airborne ISR programs and budget matters, including reviewing, processing, and forwarding of POM/PR submissions, issue papers, emergent capability, and funding requirements.
Specific tasks include:
  • Provide research, analysis, investigation, and evaluation of data in support of the annual Program Objectives Memorandum process.
  • Liaison with OPNAV Strike portfolio stakeholders and participate in meetings and working groups.
  • Support development of planning and programming for portfolio budgets in the Program Objective Memorandum (POM) process
  • Provide staff support for the OPNAV Strike portfolio; review and recommend program changes or alignment with existing and evolving aviation plans and objectives.
Programming:
  • Assist Requirements Officer with the Planning, Programming, Budgeting and Execution coverage for all N98 Airborne ISR Capability investments.
  • Assist with overall POM coordination supporting the PPBE processes, procedures and information systems.
  • Assist with preparation of POM briefs and quad charts for submission to N80. Ensure they are in strict compliance with prescribed format.
  • Provide analysis to the government regarding program execution, out-year planning and the creation of the POM and program requirements issue sheets.
  • Review Office of the Secretary of Defense (OSD) Issue Papers, Program Budget Decisions (PBD) and Program Decision Memoranda (PDM) and report on impact to the N98 portfolio. Verify that N98 responses/reclamas are developed in proper format and contain accurate financial data.
  • Additional roles and responsibilities as required by contract.
Basic Qualifications:
  • Requires a bachelor's degree a minimum of 10 years of experience with Navy Maritime Patrol and Reconnaissance (MPR) squadron operations, the NAVAIR acquisition process and/or requirements development on the OPNAV staff.
  • Expert knowledge of Navy Maritime Patrol and Reconnaissance aircraft systems such as P-8A, EP-3E, P-3C and MQ-4C TRITON to include Broad Area Maritime Surveillance - Demonstrator (BAMS-D) is desired.
  • Mastery of Microsoft Office Suite to include producing complex and imbedded graphs and creating interoperability between program products in order to produce final executive level briefing materials, presentations and point papers as tasked by the platform requirements officer.
  • Must have an active secret level security clearance at start; a Top-Secret security clearance is preferred.
