Background:

Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for a Deputy Course Chair/Course Coordinator (Area Studies/Office Management and Communication Training) position in Arlington, VA supporting the Foreign Service Institute (FSI). 

Position Summary:

The candidate for the OMCT division at the Foreign Service Institute (FSI) will play a crucial role in training USG foreign affairs professionals, equipping them with essential skills for U.S. diplomacy. The division focuses on designing, developing, implementing, and evaluating training programs for Office Management Specialists and all Department employees in written, verbal, and interpersonal communication. These programs are crucial for preparing employees for roles at U.S. embassies worldwide and domestic assignments within the Department to support strategic goals.

The Deputy Chair will be responsible for delivering and evaluating eight communication skills courses, each offered quarterly, totaling thirty-two offerings per year. They will also provide communication skills modules in other FSI courses or as requested by specific posts or bureaus. This role includes designing curricula, implementing new learning technologies, and teaching courses in both classroom and distance learning environments. The Deputy Chair will also conduct studies to identify training needs, develop courses, counsel students, advise staff, and evaluate training results, ensuring that all communication training meets the needs of Department of State personnel and the larger foreign affairs community.

Required Qualifications:

  • A master’s degree in communication, TESOL (Teaching English as a Second or Other Language), education, English, or related fields is required. A completed PhD is preferred.
  •  A minimum of five years of professional experience teaching adults in the following disciplines can provide the base knowledge required to perform the work: communication skills (verbal, written, or interpersonal), TESOL, education, English, or related fields.
  • Knowledge and skills in the development of curricula and courses.
  • Advanced skills in adult education, ideally involving the subject matter for which the position is responsible.
  • Knowledge and skills in training evaluation sufficient to be able to evaluate the results of the courses for which the position is responsible.
  • Knowledge of and the ability to carry out management and administrative functions as required in connection with the courses for which the position is responsible.
  • Familiarity with and the ability to use computer and related technologies and excellent communication skills, both oral and written, to carry out and/or facilitate the accomplishment of numerous functional responsibilities of the position.
  • Commitment to collective and collaborative work environment.
  • Program management experience.

Duties and Responsibilities (including, but not limited to):

  • Assist program Chair in planning long and short-range curriculum for the communication portfolio
  • Teach stand-alone courses throughout the year within areas of expertise.
  • Identify pedagogical materials and resources for the program and keep records of all course materials.
  • Maintain subject matter expertise.
  • Develop curricula for all courses within the program and assist chairs with curricula development.
  • Continuously research to keep materials and course content updated and cutting edge.
  • Continuously develop and maintain professional contacts who will be resources for the courses.
  • Serve as FSI's expert on the subject matter
  • Maintain and develop professional contacts with other government agencies and provide training and consultation to those agencies in accordance with FSI policies.
  • Develop and maintain course evaluation instruments according to FSI policy.
  • Analyze evaluation data.
  • In coordination with program Chair and OMCT leadership, support and conduct needs assessments and utilize evaluation data to design offerings in the regional program.
