Educational Program Development Specialist - Arlington, VA

Background:

Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for a full-time Training Needs Assessment Specialist position in Arlington, VA supporting the Foreign Service Institute (FSI). 

Position Summary:

The Training Needs Assessment Specialist is an experienced instructional systems designer with strong consultation skills and experience working with professional, adult learners.
This team member is primarily responsible for developing and enforcing a comprehensive system of needs assessments to identify the necessity for new course development. This role involves a significant focus on gathering and analyzing data to determine educational needs and ensuring that curriculum design aligns with organizational goals and educational standards. Specialists bring proven experience working alongside stakeholders and subject matter experts to conduct needs assessments, using data to identify training/business needs, performance gaps, and the knowledge skills, and attitudes (KSAs).
Specialists also serve as as curricular lead working alongside a team of curriculum designers and instructors to design training using the ADDIE model, providing guidance to course designers on the appropriate integration of educational technologies, the use of experiential learning approaches, and effective application of adult learning theories using multiple delivery modalities, a wide range of training methods, and recommend best practices associated with in-person, virtual, and blended learning.

Required Qualifications:

  • Education & Experience:
    • An MS/MA in Instructional Design and 6 years’ curriculum/instructional design experience, with proven ability in designing a variety of training courses (including, but not limited to, foreign affairs, tradecraft, or diplomatic training) using a broad array of delivery modalities (e.g., classroom, virtual, hybrid) and methodologies
    • OR 10 years' experience with 24 credit hours in Learning theory, psychology of learning, educational psychology, Instructional design practices, Educational evaluation, Instructional product development, and/or Computers in education and training.
  • Work samples that demonstrate instructional design experience; including a minimum of one work sample that is technology-based.
  • Ability to obtain secret level clearance.

Duties and Responsibilities (including, but not limited to): 

  • Work on a team to assess, design, develop, pilot, implement, and evaluate training for an adult, professional audience.
  • Design needs assessments and survey questionnaires used to gather data on training needs, reactions, application and organizational impact.
  • Conduct and/or advise others in conducting needs assessment and analysis, and developing courseware according to industry-standard development models (such as ADDIE, SAM, or others)
  • Integrate formative assessment to include checklists, rubrics, and quizzes throughout the course design, both to ensure that learners are able to track their progress and that instructional staff are able to measure the extent to which learning is progressing as intended.
  • Apply learning theories to create effective instructional designs.
  • Review curricular, instructional, and needs assessment processes and approaches to identify and implement organizational improvements.
