KFF is not a foundation and has no connection to Kaiser Permanente. Legally, we are a public charity (an endowed national nonprofit organization). We are headquartered in San Francisco with a building in Washington, DC, conference centers in both offices, and staff members in almost every state.

The Team

KFF’s Program on Medicare Policy provides information, research and analysis related to the Medicare program, with a focus on issues of concern to the population of older adults and people with long-term disabilities Medicare covers. This includes the growing role of private Medicare Advantage and prescription drug plans in Medicare; prescription drug coverage and costs; health care cost affordability challenges and retirement security; issues facing people on Medicare with low incomes and/or significant health care needs; access to care; provider payment rates and delivery system reforms.

Your Role

KFF is seeking a Policy Analyst with strong data skills and experience to develop and carry out quantitative analyses related to Medicare policy, under the supervision of senior KFF staff. Qualified applicants will demonstrate strong analytic and communication skills, experience working with large data sets, and a genuine interest in health policy and issues facing older Americans. Applicants should be enthusiastic about the work conducted by KFF and interested in joining a team dedicated to the unique operating style and mission of KFF.

What You’ll Do

  • Analyze and manage existing datasets, including Medicare claims and survey data, and construct new analytic datasets to support the work of the Program on Medicare policy.
  • Develop and conduct quantitative analysis, including defining research questions and analytic approaches, writing, reviewing, debugging and running code, and writing up descriptions of methodologies and results.
  • Contribute to KFF briefs and other publications by conceptualizing and preparing figures, tables, charts and other data visualizations.
  • Keep abreast of existing and new data sets, as well as current health policy issues, with an emphasis on Medicare and other issues facing older Americans.

Minimum Desired Qualifications, Skills, and Experience:

  • 4 years of experience conducting quantitative data analysis, preferably using health care claims, surveys, administrative data, and/or Medicare public use files.
  • Strong statistical programming skills, including experience in R.
  • Proven ability to apply research methods and statistical and economic concepts, as demonstrated by academic training and/or work experience.
  • Knowledge of, and working experience with, federal policy related to Medicare, such as Medicare Advantage payment, Accountable Care Organizations, post-acute care, or prescription drugs, preferred.
  • Demonstrated ability to interpret and communicate quantitative findings for non-technical audiences. Strong writing skills preferred.
  • Ability to work concurrently on multiple projects and balance multiple priorities.
  • Strong organizational skills and a high level of attention to detail.
  • Ability to develop, initiate and conduct work independently and efficiently.
  • Strong interpersonal and communication skills and demonstrated ability to work in a highly collaborative environment.

This full-time position will be based in KFF’s Washington, DC office, located downtown near Metro Center. KFF is currently working a hybrid schedule and requires all staff to work in the office a minimum of 2 days a week.

Compensation and Benefits

Salary is competitive and commensurate with experience and qualifications. Compensation includes an outstanding benefits package equivalent in value to approximately fifty percent of base salary including a generous and immediately vested defined contribution plan and 100% employer paid premium health coverage.

The annual salary range for the Policy Analyst position is between $83,000 and $95,000.Our job titles and salary ranges may span more than one career level, and the salary offered to a candidate will be determined based on factors such as the scope and responsibilities of the position, job-related knowledge and skill set, depth of experience, certifications and/or degrees, and our practice of upholding salary equity within the organization.
