Position Summary

KFF is seeking a Senior Policy Analyst to develop and carry out quantitative analyses related to Medicaid policy and coverage for the low-income population, as well as estimates of the effects of proposed changes to Medicaid and health coverage programs for low-income people. The Senior Policy Analyst will also oversee activities related to State Health Facts, our widely-used tool that includes hundreds of health-related indicators.

Principal Duties and Responsibilities:

• Work independently and with senior staff to develop and conduct quantitative analyses using large national and state-level databases, such as the American Community Survey and Household Pulse Survey. Tasks include developing research questions and analytic approaches and conducting data management and complex statistical analysis.
• Contribute to KFF reports and other publications by preparing figures, tables, charts and other data visualizations, as well as writing fact sheets, policy briefs, and other background documents on key issues.
• Keep abreast of new policy developments affecting the Medicaid program and coverage for the low-income population.
• Develop new analytic tools and capacity to generate and display state-level data across KFF policy areas, including through interactive state fact sheets and dashboards.
• Oversee the State Health Facts. Specific responsibilities include:
  • Ensure data on the site are up-to-date and accurate; generate data from national and state-level databases; coordinate with staff across KFF programs to obtain new and updated data; manage procurement of data from contractors, vendors, and external organizations;
  • Streamline processes for updating and reviewing data, enhance data elements available on the site, and develop new data sources and online resources;
  • In collaboration with the State Health Facts team, coordinate with the web design team to maintain and improve the SHF and related sites, and respond to the data and information needs of policymakers, the media, and the general public; and
  • Supervise day-to-day tasks of a research assistant.

Minimum Desired Skills and Experience:

• 6 years of experience conducting quantitative data analysis (time earning Master's degree in statistics, biostatistics, econometrics, public health, public policy, or related field may count toward this requirement);
• Database and statistical programming expertise in R required; programming experience in SQL, Python, or SAS a plus;
• Experience conducting research and analysis using large administrative, survey, or health claims databases, including data cleaning, quality assessment, imputation and statistical analysis;
• Ability to synthesize secondary data, conduct original quantitative analyses, and communicate results clearly through tables, charts, and figures;
• Ability to develop, initiate and conduct work independently and efficiently;
• Strong organizational and management skills and attention to detail; and
• Strong interpersonal skills and demonstrated ability to work in a highly collaborative environment and manage the work of junior staff.
• Authorization to work in the U.S.

This full-time position will be based in KFF’s Washington, DC office, located downtown near Metro Center. KFF is currently working a hybrid schedule and requires all staff to work in the office a minimum of 2 days a week.

Compensation and Benefits:

Salary is competitive and commensurate with experience and qualifications. Compensation includes an outstanding benefits package equivalent in value to approximately fifty percent of base salary including a generous and immediately vested defined contribution plan and 100% employer paid premium health coverage.

The annual salary range for the Senior Policy Analyst position is between $88,400-$110,000. Our job titles and salary ranges may span more than one career level, and the salary offered to a candidate will be determined based on factors such as the scope and responsibilities of the position, job-related knowledge and skill set, depth of experience, certifications and/or degrees, and our practice of upholding salary equity within the organization.
