This position organizationally falls under the Kickapoo Tribe of Oklahoma. Operational hours are Monday through Friday; 8:00 A.M. to 5:00 P.M, or as needed serve the tribal community. This is a professional position responsible for working with tribal departments, Indian Health Services (IHS), Bureau of Indian Affairs (BIA), Department of Interior (DOI), the US Department of Health (DOH), and other government-to-government agencies. This position is responsible for all issues affecting Self-Governance activities consistent with the overall direction and priority of the Kickapoo Tribe. This position works in collaboration with Financial Services Accountants and Grants Management Compliance to provide budget forecasting, training and technical assistance with Annual Funding Agreements, Contract Support Costs, and all other negotiations—including monitoring of the Self-Governance Compacts, program coordination and compliance reporting.

Essential Duties, Functions, and Responsibilities

Tasks are as follows, but not limited to:

Primary responsibilities are the basic job duties that an employee must be able to perform. · Advises the Chief Financial Officer (CFO), Chief Executive Officer (CEO), and Tribal Treasurer on Self-Governance funding and investment opportunities.

· Provide monthly, quarterly, and ‘as needed’ reports related to I.H.S. and BIA to the CFO.

· Works in collaboration with Financial Services Budget Accountants and the Grants Management Compliance Director on budget development.

· Serves as the primary contact and Tribal Liaison for development and monitoring compliance with applicable Tribal, Federal, and State regulations, contracts, and cooperative agreements that affect and/or impact Tribal Self-Governing and Tribal Sovereignty.

· Ensures the Tribe and the BIA and I.H.S. adhere to all BIA and I.H.S. compacts.

· Develops, revises, negotiates, and manages all cooperative agreements, including reporting and implementation.

· Assist Budget Accountants with management and review of budget allocations for departments based off Self-Governance funding agreements.

· Interprets, analyzes, and reconciles funding agreements awards to ensure accuracy in department/program allocations.

· Initiates invoices and drawdowns in Tribal finance system for Self-Governance funds.

· Acts as Tribal Liaison for Self-Governance conferences, meetings, and events.

Minimum Mandatory Qualifications

Education and Experience:

· Bachelor’s degree in Public Administration and Finance

· Minimum of two (2) years’ experience in Tribal Government fiscal operations.

· Minimum of two (2) years negotiating, developing, and monitoring Self-Governance compliance with Tribal sovereignty.

· Minimum of two (2) years working with contracts, contract management, and cooperative agreements that impact Tribal sovereignty.

· Minimum of two (2) years working directly with Tribal compacts and annual compact negotiations and related funding agreements.

· Minimum of two (2) years reporting and analyzing legislative actions affecting Tribal Self-Governance programs.

· Must be able to travel.

· Must have a valid driver’s license and be insurable under the Tribe’s insurance policy.

Knowledge and Skills:

Strong written communication skills: ability to write clear; structured, articulate, and persuasive proposals.

· Possesses the knowledge, skills, and abilities to successfully perform the primary responsibilities of the position.

· Tribes and tribal sovereignty.

· Knowledge of applicable BIA Self-determination and I.H.S. Self-Governance regulations.

· Knowledgeable on tribal Constitutions and bylaws.

· Bookkeeping and accounting procedures

· Creative problem-solving, conflict resolution and contract negotiation; demonstrated ability to work in culturally diverse environments and tolerate disparate viewpoints.

· Written and verbal communication.

· Ability to maintain accurate, complete, and confidential records.

  • Strong editing Skills
  • Ability to meet deadlines.
  • High proficiency in all areas of Microsoft Office to include Outlook, Word, Excel and Powerpoint.
  • MUST have strong analytic skills.
  • Must maintain all continuing education units as may be required for licensure and/or certification.
  • Must be able to travel out of state and locally to attend meetings/trainings as needed.

· Ability to do the work of the position with or without direct supervision.

Mandatory Requirements:

* Will be required to submit to a background/fingerprinting clearance.

* Submit to pre-employment and random drug testing throughout employment.

* Must possess and maintain current valid, active and unrestricted Oklahoma Driver’s License.

Position Qualification Preferences

Knowledge of the operations of tribal programs, must be able to meet with the public on a constant daily basis. Ability to speak and understand the Kickapoo Language.

Work Environment

Ability to work under pressure and maintain personal composure evaluates situations and act/react appropriately, use tact in dealing with business associates, staff, visitors, and tribal members in difficult situations.

There are constant deadlines associated with this position. The employee must be able to multi-task, and interact with a wide variety of people at various times and on complicated and diverse issues.

The work environment characteristics described herein are representative of those an employee encounters while performing the primary functions of this job. Normal office conditions exist as do conditions with other associated programs and services; Noise levels, stress, tribal members/visitors flow and number of associates directly managed will vary but may be considered high. Administrative workload will be managed daily with additional hours required from time-to-time.

The physical demands described herein are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee is required to frequently stand, walk, sit, bend, twist, talk and hear/listen. There are prolonged periods of sitting, keyboarding, reading as well as standing. The employee must occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include reading, distance and computer and color vision. Talking and hearing/listening are essential to communicate with tribal members/clients/staff and peers.
