Under the general supervision of the VP of Resident Services, the Resident Services Program Manager-Housing Choice Voucher will act as a valued thought partner, where innovative and strategic thinking skills will be highly regarded.
You will have the freedom to bring fresh perspectives and transferrable skills to the table, driving impactful change in our unique operating model. You will lead efforts to develop specialized programs tailored to the needs of our diverse client base, ensuring that our services are not only effective but also voluntary and resident centered. With a strong emphasis on data-driven decision-making, you will drive process improvements with our existing programs and design and implement new scalable programs.
You will manage a team, overseeing their hiring, training, and evaluation, while also collaborating closely with our HCV Department to streamline processes and improve service delivery. Monitoring program performance will be a key aspect of your role, as you track outcomes, analyze data, and build reports to demonstrate our impact to stakeholders.

The Program Manager position will be based at our Central Office in Tukwila, WA.

Essential Functions

The Program Manager:
  • Lead and supervise assigned team; hire, onboard, train, supervise, develop shared goals and objectives, and evaluate direct reports; develop an annual program workplan; coach staff on client issues; manage escalated client issues.
  • Develop, evaluate, oversee, and revise the Subsidy Retention Program based on assessment of client and agency needs; prepare and present program reports.
  • Collaborate and work with other departments; provide policy recommendations.
  • Create and lead an HCV/Section 8 Resident Advisory Committee.
  • Manage contracts and vendor relations; procure required services, equipment, and materials as needed.
  • Collaborate with local and peer organizations, utilizing a continuous improvement mindset for advancement of social service programs and participants; conduct research on best practices and formulate ever-evolving strategies; represent KCHA at relevant community and partner meetings; manage and maintain internal and external partnerships.
  • Conduct applicant hearings; participate in Hearing Officers workgroup; attend HCV monitoring meetings, Resident Advisory Committee (RAC) meetings, and other required meetings as a representative of Subsidy Retention Program leadership; assist with recruitment efforts for HCV RAC representatives.
  • Develop and maintain a team budget.
Qualifications and Competencies

Required Qualifications:
  • Bachelor's degree in social work, human services, sociology, psychology, or related field AND
  • Considerable experience supervising social services programs and/or staff OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
  • Comprehensive knowledge in the principles of management, organization, planning, development and implementation of responsibilities as they relate to the duties of the job.
    • Supervises, trains, develops, and leads team members to maximize performance and departmental success.
    • Effective program management skills, adept at prioritizing and managing multiple projects simultaneously; proficient in planning and budgeting.
  • Proficiency in creating an inclusive work environment that values diversity and respects all individuals; possesses a comprehensive understanding of, and empathy for, the social, economic, health, and emotional needs of low-income families.
  • Effectively leads groups and individuals, fostering constructive idea exchange and cooperative issue resolution; establishes and maintains effective working relationships with HCV clients, KCHA department leadership, direct reports, partner agencies, and the general public.
  • Works efficiently to deliver quality service that meets expectations, actively seeking ways to enhance service delivery aligned with department/KCHA goals; effectively evaluates issues, identifies multiple solutions, and executes recommendations, demonstrating critical, creative, and reflective thinking.
  • Demonstrates strong analytical skills with the ability to interpret statistical data and perform arithmetic computations using whole numbers, fractions, and decimals, as well as compute rates, ratios, and percentages.
  • Applies effective written and verbal communication techniques to convey clear and timely messages to internal and external stakeholders; communicates clearly and effectively via multiple methods.
    • Prepares clear and concise reports.
    • Presents frameworks and recommendations clearly, logically and persuasively.
  • Proficiency in various software and tools related to Microsoft Office, graphics/presentation, data analysis/reporting, and database programs.
  • Special Requirements:

    • Must possess a valid driver's license to travel between work sites as required. Must have an acceptable driving record at time of appointment and throughout employment.

    Salary & Benefits:
    The starting salary range for this position is $93,558.40 - $114,586.00 annually, dependent on qualifications and professional experience. The complete salary range for this position is $93,558.40 - $135,631.32 annually. Performance-based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed annually.     Work Environment:
    After initial onboarding, this role will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and the ability to report to the Central Office in Tukwila will be required. Some local and domestic travel may be required to support KCHA business needs.
