Summary

King County's Metro Transit Department has an exciting opportunity for a temporary Maintenance Expansion Manager and an Operations Expansion Manager. This senior leader will report to Rail's Senior Activation and System Expansion Manager and will work in partnership with employees, colleagues, and stakeholders to ensure that Metro provides world-class service while advancing the following within Rail:
  • Culture of Health, safety, belonging and wellbeing of our workforce
  • Safe and effective Rail Operations
  • Effective expansion of our system
  • Strong and effective relationships with Sound Transit, our partner in Rail Service Delivery
The SDA Maintenance Expansion Manager and Operations Expansion Manager are responsible for managing expansion programs, supporting technical expansion and activation needs related to Sound Transit's expansion program, and determining resources needed to effectively operate the Link Light Rail system through 2026 and beyond including:
  • Oversee the King County Metro maintenance expansion strategy for Lynnwood, Redmond, Federal Way, and full implementation of Line 2.
  • Provide technical expansion support to Sound Transit and King County Metro.
  • Provide end user feedback of design review for West Seattle/Ballard, Tacoma Dome, Everett, OMFS, and OMFN.
  • Coordinate with King County Metro leadership and front-line staff to ensure KCM support of ST Expansion efforts.
  • Build and maintain partnerships and relationships with Sound Transit as well as throughout the Rail Division, Metro Transit Department, King County, and Sound Transit.

About Metro's Rail Division
High-capacity light rail is emerging as the backbone of our region's public transportation system, and the Rail Division will be essential to its success. Metro Transit operates Sound Transit's light rail system, which will grow three-fold in the future. Link Light Rail added three new stations in 2021 and will be expanding east, north, and south in 2022. Metro also operates two streetcar lines for the City of Seattle, which is evaluating expansion. These rail services complement Metro's robust fixed-route bus system and other mobility services, and the agencies are working together to build an integrated system that lets people travel farther, faster, and more easily. The Rail Division is critically important to attaining that vision by operating high-quality rail service today and by building a strong foundation for future growth. The division emphasizes safety, diversity and inclusion, workforce development, and continuous improvement.
Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the SDA Maintenance Expansion Manager or Operations Expansion Manager , you will:
  • Be an active and present member of Rail's System Expansion and Activation Team, providing counsel to Division leaders and collaboration across Rail's different maintenance sections to ensure success of expansion and activation efforts.
  • Ensure safe and effective operations and strategies for expansion, with a focus on continuous improvement by:
    • Leading and overseeing the planning, operations, and delivery of Maintenance Expansion efforts for the Division such as training and governing documents needed for effective expansion.
    • Understanding data and building reports from various sources such as EAMS, Excel, and other operations and maintenance platforms to ensure effective expansion efforts.
    • As the Maintenance Expansion Manager, coordinating expansion work to build efficiencies in the amount of permit requests and the use of EICs OR as the Operations Expansion Manager coordinating with Section leadership on LRV needs and frontline support staff for efficient SIT testing.
  • Serve as KCM Rail Single Point of Contact for Maintenance Expansion efforts, coordinating maintenance expansion needs for Sound Transit with King County employees by:
    • Communicating with ST project teams and attending project meetings on behalf of KCM Rail.
    • Coordinating with KCM Maintenance teams on expansion needs for ST, getting answers and advice to ST on behalf of KCM Rail.
    • Providing technical support and advice.
    • Providing a communications channel for expansion and activation information between ST, KCM, and our front-line workers
  • Provide special project support for maintenance expansion projects.
  • Maintain effective partnerships by:
    • Building and maintaining relationships with internal and external stakeholders to deliver excellent service, including Sound Transit partners.
    • Collaborating with KCM staff who are working on data or specific pieces of information related to expansion and activation.
  • Other duties as assigned.
  • Experience, Qualifications, Knowledge, Skills

    We are looking for candidates who:
    Have a background, knowledge and/or experience in Rail Maintenance:
    • Have five years of increasingly responsible technical experience in Rail Maintenance, including knowledge of practices and industry standards of expanding light rail systems, equipment and facilities OR any equivalent combination of education and experience leading to the ability to perform the duties of the position.
    • Understand the challenges of working in Rail Maintenance and coordinating with the variety of skilled crafts and trades that makeup the Rail Division and ensure effective delivery.
    • Have knowledge and experience with overseeing Rail Maintenance or Rail Operations positions.
    • Have experience with rules and procedures that keep people safe in a variety of operating environments.
    Are Strategic and Technical Industry Leaders who:
    • Are knowledgeable about how organizations work and how to get things done both through formal channels and informal networks within large governmental organizations.
    • Are comfortable with technology and the ability to learn new programs and systems. Skilled in time management, timely decision making, and managing multiple projects.

    Supplemental Information

    Work Schedule
    This position is exempt from the provisions of the Fair Labor Standards Act and is therefore NOT eligible for overtime pay. Work schedule is normally a 40-hour week Monday through Friday. Variations may be required depending on the demands and needs of the work.
    Work Location The primary location of this position is in the Operations and Maintenance Facility at 3407 Airport Way S. Seattle, WA. This position is also expected to travel to the Operations and Maintenance Facility in Bellevue and future OMF's as they come online on an as-needed basis.
