The Behavioral Health & Recovery Division (BHRD) of DCHS is hiring for a Diversion and Reentry Services Manager (Project/Program Manager IV) who will be responsible for leading BHRD's Diversion and Reentry Services. This position is responsible for the section's strategic vision, staff supervision, budget, program oversight, and collaboration with
partners. This position is responsible for the supervision of all staff in the section and reports to the Chief of Managed Care and Provider Relations. The duties of this position includes but are not limited to management and oversight of behavioral health initiatives that impact individuals who are involved in the legal and criminal justice systems.
The incumbent in this position will align all work with the mission of the Department's Equity and Social Justice strategic plan (i.e., to reinforce and embed equity and social justice principles into policies, practices, attitudes and actions that produce equitable access, opportunities, treatment, impacts and outcomes for all).

Job Duties

To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to:
Lead and coach a high performing and cohesive Diversion Reentry Services team including managing the section’s daily operations.
  • Supervise all section staff, including employee development, performance management, employee engagement activities and facilitation of section staff meetings.
  • Coordinate the delivery of diversion and reentry services including managing section program and initiative budgets and scoping section projects and initiatives.
  • Serve on BHRD management team and other groups as requested by management.
  • Manage daily operations to include overseeing project activities, assessing issues and risks, scheduling and allocating of resources, budgeting, and ensuring timely and accurate completion of project assignments.
Develop metrics and execute contractual obligations related to diversion and reentry programs, services and grants.
  • Responsible for all contract deliverables in local, state and federal grants, contract and legislation related to diversion and reentry activities in BHRD.
  • Track budget, site visits, evaluations/performance measures and use of evaluation to make midstream updates and redirections.
  • As requested by leadership, represent the county in meetings with County Council, state staff and with elected officials on issues affecting BHRD's Diversion and Reentry programs and services.
Lead strategic planning efforts to support the success of diversion and reentry services within BHRD and King County.
  • Develop policy and strategy related to diversion and reentry services efforts across King County through collaborative partnerships with internal and external partners.
  • Hold key strategic role addressing interdepartmental criminal justice system reforms.
  • Support the work of BHRD in integrating service delivery between the behavioral health and criminal legal system including furthering jail diversion and reentry efforts.
  • Coordinate an ongoing diversion and reentry body of work with County and suburban jails, therapeutic courts and partners serving the criminal legal population experiencing behavioral health challenges.
  • Prepare and coordinate efforts to negotiate with providers, county departments and jurisdictions related to procurements, development and monitoring of contracts, memoranda of agreements (MOAs) and development of reports.
  • Coordinate with Mental Illness and Drug Dependency, Veteran and Senior Human Service Levy and Crisis Care Levy staff.
  • As requested, participate in and represent the Department in local and statewide policy development and initiatives that further diversion and reentry behavioral health services.
Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's Degree in human services, behavioral health, legal, public administration, criminal justice or related fields. Equivalent, relevant experience may be substituted for education as long as it is clearly demonstrated that experience will allow the candidate to meet the above requirements/job duties.
  • At least five (5) years recent experience working as a manager in behavioral health, legal, public administration, criminal justice or related fields and/or equivalent education on supervision and management skills and practice.
  • Knowledge of principles of equity and social justice and demonstrated ability to work with individuals and/or groups from diverse backgrounds.
  • Strong interpersonal skills including collaboration, team player and good listening skills.
  • Advanced knowledge of complex systems and issues that relate to diversion and reentry, such as physical and behavioral health, criminal legal systems, integrated healthcare, homelessness, education, and employment.
  • Understanding of specific issues related to high-risk, high-need populations and high utilizer groups.
  • Knowledge and experience in Centers for Medicare and Medicaid Services (CMS) rules and regulations related to behavioral health and Medicaid programs.
  • Demonstrated ability to manage projects using current project management principles, methodologies and processes.
  • Experience developing, implementing and monitoring the measurable outcomes.
  • Skilled in organizing, planning, and executing large-scale, complex multi-phase projects requiring multiple organization integration from vision through implementation; skill in preparing detailed and appropriate project documentation.
  • Skilled in problem-solving, conflict resolution, and decision making; handling multiple competing priorities.
Desired Qualifications:
  • Master’s degree in human services or related field and/or equivalent education and work experience.
  • Knowledge of King County's recovery-oriented system of care, Mental Illness and Drug Dependency Sales Tax, Veteran and Human Service Levy and Best Starts for Kids program and other King County initiatives.
  • Knowledge of Washington State Medicaid and non-Medicaid services and contracts, including state contract and block grant requirements.
  • Knowledge of the King County behavioral health service system, social service network.
  • In recovery or have lived experiences in behavioral health.

ADDITIONAL POSITION INFORMATION:
  • This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.   • The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
  • This position is not represented by a union.
