King County is Hiring a Harborview Special Project Managers III and IV Near Seattle, WA

Summary

King County is searching for exceptional leaders to serve as Special Project Managers for the Harborview Bond Program Office. Our current need is for a Special Project Manager III andSpecial Project Manger IV.
The Special Project Managers will lead the full scope of project management work required to implement all phases of design and construction of new facilities including a new tower on the Harborview Medical Center campus. These projects will have major impacts on our residents and four-state region.
ABOUT HARBORVIEW MEDICAL CENTER:
Harborview Medical Center is a comprehensive health care facility owned by King County Government, governed by a County-appointed Board of Trustees, and managed by the University of Washington School of Medicine. Its primary mission is to provide high quality to the indigent and under-served residents of King County. In serving a four-state region, Harborview is home to the nationally renowned level-one trauma center, and the Medic One Emergency Response Unit which was established as one of the country's first paramedic response programs. Many of Washington State's emergency medical service technicians are trained at Harborview. The Medical Center combines state-of-the-art emergency medical services with general medicine and specialty clinics, including centers of excellence in burn, neurosciences, ophthalmology, infectious disease, and rehab therapy. Harborview Medical Center is the designated disaster control hospital for the region.
Over the years Harborview’s medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care, medicine, and technology. The current campus spans 13 acres and multiple buildings connected by underground tunnels.
In 2020 the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center. The resulting Harborview Bond Program will build over one million square feet of new and renovated spaces. The new facilities will include construction of a new-high rise inpatient bed tower, and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities, including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will impact the entire campus including new street and helipad access. The work is expected to extend over a minimum 8 years and the campus will remain operational 24/7 throughout the duration of the work.

Job Duties

The Bond Program Office is seeking candidates to augment its project management team and provide leadership and expertise in key areas of the campus development.
The SPIII and the SPIV positions are differentiated by levels and lengths of experience, relevancy of experience, and ability to work independently, and/or provide supervision and leadership within a complex, dynamic project management environment.
SeniorProjectManager (SP-IV) Harborview Bond Program ($136,893.12 -$173,520.05)
NewInpatientHospitalTower and Medical Center Renovations
Responsible for leading key program areas within the multiple phases of planning, design, construction, and occupancy of a one-billion-dollar inpatient hospital facility and associated renovation work within existing hospital spaces. The project is located on a large, metropolitan hospital campus that will be fully operational during construction. Key responsibilities include but are not limited to:

  • Managing consultants; contractors and support staff; coordinating with team members and collaborators; providing budget and contract administration for various project areas.
  • Establishing and implementing project management plans;
  • Communicating appropriately and effectively with leadership and peers within King County and UW/HMC and stakeholders.
  • Facilitating a broad range of participation by minority and women-owned contractors, as well as fostering a project-wide pro-ESJ environment in all project areas.
New Medical Office Tower and Relocation of New and Existing Service
Responsible for leading key program areas within the phases of the planning, design, construction, and occupancy for a new high-rise, medical office building located at 9th avenue and Alder Street. This recently purchased 1.6-acre property provides an opportunity to co-locate behavioral health services as well as other services from around the Harborview campus. Key responsibilities include but are not limited to:
  • Managing and coordinating planning and programming activities for site development with Harborview, King County, UW, key stakeholders, and neighborhood groups.
  • Managing consultants; contractors and support staff; coordinating with team members and stakeholders; providing budget and contract administration for various project areas.
  • Responsibility for establishing and implementing project management plans;
  • Must communicate appropriately and effectively with leadership and peers within King County and UW/HMC and stakeholders.
  • Responsibility for facilitating a broad range of participation by minority and women-owned contractors, as well as fostering a project-wide pro-ESJ environment in all project areas.
Special Projects Manager (SP-III) Harborview Bond Program($124,503.39 - $157,815.42)
Program, Design and Construction of Interior Spaces
Responsibility for managing program and design issues within a complex medical center environment of multiple users. Key assignments include but are not limited to:
  • Working with hospital staffs on defining space needs within various facility areas.
  • Understanding the medical and policy impacts of the work and how to build effective teams to drive decision-making within budget and schedule constraints.
  • Coordinating with other related capital projects and ongoing hospital operations
  • Leading project management of interior hospital renovations in an 24/7 occupied facility.
  • Understanding special project requirements for working in occupied spaces with highly complex infrastructure and strict access requirements.
  • Coordinating multiple contractors, multiple users, maintenance teams and stakeholders.
  • Managing the schedule, scope and budget through completion and communicate effectively with all parties.
  • Facilitating ESJ opportunities and King County’s True North values.
Infrastructure, Land Use and Regulatory Projects
Responsibility for managing key project areas including but not limited to
Managing multi-faceted project issues occurring within a complex urban environment during all phases of design and construction. Key assignments include but are not limited to:
  • Developing and implementing strategic project issues that are coordinated with other critical path issues.
  • Managing compliance with all State, County and City regulatory requirements,
  • Leading all assigned consultants and staff teams
  • Coordinating with legal team and stakeholders with advice from Program Director
  • Coordinating the input of neighbors, stakeholders, and agencies
  • Coordinating with policy officials as directed by the Program Director
  • Managing the schedule, scope and budget through completion and communicate effectively with all parties.
  • Facilitating ESJ opportunities and King County’s True North values.

Experience, Qualifications, Knowledge, Skills

IDEAL CANDIDATES WILL DEMONSTRATE THE FOLLOWING:

  • Have an exceptional record of successfully managing, developing, and/or implementing strategic initiatives, policies, and systems to deliver facility projects. Ability to manage the design and/or construction programs within a complex healthcare environment, or complex commercial or public campus environment.
  • Be customer-focused and comfortable advising and partnering with senior and executive level management and key stakeholders regarding complex initiatives, policies, and issues involved in executing major capital programs.
  • Understands how to manage complex projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams.
  • Be an excellent people leader and understands how to manage effectively through others.
  • Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
  • Be a champion for equity & social justice. Understands that systematic racism and its long-term effects are pervasive in our society
  • Are comfortable having candid and sincere conversations with all employees and collaborators about race and equity in our work.
  • Be organizationally and politically savvy.
  • Able to manage highly visible, complex, and sensitive projects and programs involving multiple and diverse stakeholders with conflicting priorities and political considerations.
  • Be an effective communicator and able to connect with audiences at all levels.
