Summary


**This position is open to current King County Metro employees**
King County Metro seeks to hire three career service individuals who are inspired, hands-on, well-rounded Human Resource Manager I professionals with a passion for Human Resources recruitment processes. You will provide hands-on tactical leadership in developing and maintaining a highly-skilled workforce and delivering quality Human Resource (HR) services to ensure Metro is an even better place to work, with an emphasis on diversity, inclusion, transparency and employee engagement. This position will support recruitment needs in the Department. This position will collaborate with other Division and Department leaders in relation to Metro's organizational health and labor practices.

The Human Resource Manager I will report to the Metro Transit Talent Acquisition Manager. You will support the division in efforts to identify best practices, adhere to standard work, and make quality improvements to the delivery of HR recruitment services. You will be using your strong interpersonal skills to build and leverage relationships, build effective teams and networks, influence change and engage in effective problem-solving. You will conduct team development strategies both proactively and, when necessary, to improve team performance, effectively allocating resources to meet business needs.
This position is considered a working manager, so in addition to leading a team of highly-skilled Human Resource professionals, you will proactively assess and resolve employee relations issues across the division, interpret employment law, and apply HR policies and practices. Our goal is to provide reliable, efficient, customer-focused Human Resource services while at the same time ensuring consistency and reducing organizational liability.

Job Duties

As the HR Manager I , you will be relied on for:
  • Recruitment and Workforce Development : The HR Manager I is responsible for shaping and implementing systems to recruit, develop, and retain a high-quality, diverse workforce. This involves preparing the workforce for evolving business needs.
  • Data and Records Management : Manage systems for effective management of human resource data and records, ensuring accuracy and compliance.
  • Communication : Effectively communicate complex HR ideas in various settings and with diverse audiences, ensuring clarity and understanding
  • Compliance : Ensure that human resources practices adhere to collective bargaining agreements and comply with federal, state, and local employment laws.
  • Team Building : Build and lead effective teams by allocating staff and resources to meet recruitment demands and manage workload fluctuations.
  • Coaching and Mentoring : Coach, mentor, and develop direct reports, and guide other managers to do the same, fostering a culture of continuous learning and development.
  • Goal Setting and Measurement : Set goals for high-quality, customer-focused service and measure progress towards achieving these goals.
  • Allocation of staff and resources to meet recruitment demands and workload fluctuations.
  • Delivery of B est Practices in Employee Management : Create an environment that encourages continuous learning and skill development. Foster accountability among employees for delivering high-quality service.
  • Ensuring A Welcoming Work Environment : Contribute to creating a work environment that is welcoming and inclusive for all employees, supporting diversity and equity initiatives.

Experience, Qualifications, Knowledge, Skills



Minimum Qualifications
  • Five years of progressively responsible experience in Human Resources with a focus on recruitment, including at least two years of managing staff or an equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the work effectively.
Other Qualifications
  • HR Generalist Functions : Knowledge of HR functions including employment, labor relations, training, recruitment, classification/compensation, and performance management.
  • Innovative Strategies : Proven track record in developing and implementing innovative HR strategies and best practices.
  • Represented Environment Experience : Experience working in a unionized and complex labor relations environment.
  • Employment Law Advisement : Experience providing legally defensible advice to applicants, employees, supervisors, and managers.
  • Relationship Building : Demonstrated ability to develop strong and effective working relationships with employees, colleagues, and external stakeholders.
  • Customer Service and Interpersonal Skills : Excellent customer service, people management, and interpersonal skills, with the ability to work productively with different levels of management and staff under challenging conditions.
  • Sensitivity and Inclusiveness : Skill in dealing effectively with groups or individuals in sensitive situations, demonstrating behaviors that reflect fairness, respect, and inclusiveness.
  • Equity, Inclusion, & Belonging : Ability to supervise and contribute to a work environment that embraces Equity and inclusion, valuing differences among the workforces.
Desired Qualifications
  • Public Sector Experience : Experience working in a public sector human resources agency and skilled in navigating a political environment.
  • Training and Facilitation : Skill in developing and facilitating training for staff, employees, labor groups, and management.
  • Supervisory Experience : Experience supervising multiple teams or projects, demonstrating effective leadership and management skills.

Teleworking Requirement The work associated with this position will be performed predominantly through telework, onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities.
