Job Description:


** This is a temporary contract term of 18 months**

*Working location will be in Florida*

GENERAL JOB SUMMARY:

The Program Analyst is an internally focused position providing analytical support to the Program Manager related to program financials, material planning, program schedules, contractual compliance, and proposal responses. Monitors program action items from initiation through delivery including organizing cross-functional team activities to ensure timely completion within budget constraints.

ESSENTIAL JOB FUNCTIONS:

  • Translates Program Manager’s goals/objectives into workable Program Management strategies and implements strategies for program success
  • Breaks work down into manageable tasks required to meet the objectives of the program/project and customer, which includes the assigning and/or directing the work of others.
  • Gathers, organizes, and analyzes/interprets multiple sources of data into meaningful and useful information for the Program Management team
  • Establishes and monitors program metrics; reports trends and anomalies reporting to Program Manager
  • Interacts closely with Supply Chain Management department and Subcontracts Manager to ensure adequate supplier and material management strategies are regularly assessed for effectiveness in meeting customer requirements. Provides feedback regarding performance and concerns the Program has
  • Leads resolution of critical supplier-related issues that affect programs
    • Proactively assesses risks; develops and implements risk mitigation plans and strategies working closely with Supply Chain and Subcontracts as needed to ensure effective communication or requirements to suppliers; keeps Program Management team informed and aware of related changes and risk mitigation plans.
    • Determines additional or secondary supplier sources for key/critical supplied items
    • Resolves obsolescence issues and/or leads the implementation of supplier process and material changes to ensure company and customer requirements are met
    • Responsible for managing root cause analysis efforts on nonconforming product for assigned projects; troubleshoots problems with production and takes corrective action
  • Integrates supplier schedules into Program master schedules working with Project Scheduling teams.
  • Works within the company to ensure program quality assurance performance.
  • Interfaces with the customer and other company personnel on technical, production, and procurement issues.
  • Coordinates the cost estimates (labor & material) associated with out of scope activities or future work.
  • Compiles, stores, and retrieves production data, using computer tools and network database files.
  • Coordinates and leads meetings as required to plan and communicate all aspects of assigned projects.
  • Ensures satisfaction of all contractual and Statement of Work (SOW) requirements
  • Reads and interprets customer contracts and ensures internal teams are working contractually towards compliance; works with Program Manager to maintain an internal focus on company business objectives
  • Analyzes Program Financial Analyst (PFA) provided program financial information to evaluate performance, identify financial trends and provide program control feedback.
  • Develops workflows as directed by Program Manager to ensure program schedule is maintained; identifies risks and possible solutions; may implement solutions across multiple functional organizations
  • Reviews and analyzes proposals; works with Program Manager and Business Development/Capture Management teams to understand the proposal strategy and makes recommendations for compliant and accurate proposals that support overall business objectives.
  • May interfaces with customer regularly, both in person and electronically to solve emergent issues.
  • May travel to various locations, both domestic and international.
  • Communicates and represents the Company professionally with all levels of internal and external personnel
  • Follows safety procedures and protocols

Other Job Functions

  • May assist Program Manager to develop and implement a program strategy in alignment with overall company objectives
  • Ensures that the work area and equipment are kept clean and organized

Required Experience:


KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Ability to maintain sensitive and confidential information as required by government and Company standards
  • Ability to interact effectively with customers, peers and supervisors
  • Ability to interact appropriately with the public when necessary
  • Ability to adhere to workplace rules
  • Ability to effectively communicate professionally in writing or verbally with all levels of personnel; including creating and delivering presentations as needed
  • Basic understanding of and experience working with FAR/DFAR and Contract requirements
  • Strong problem solving and data analysis skills
  • Understanding of how to conduct business with the US Government and DoD customers, and how to apply FAR/DFAR regulations
    • Familiarity with contract provisions applicable to DoD contracts and subcontracts.
  • Excellent customer relationship/management skills
  • Strong MS Office skills in Excel, Word, and PowerPoint
  • Demonstrated ability to cross-functionally influence others to meet program/project requirements
  • Demonstrated abilities to plan, prioritize and manage work assignments independently to meet deadlines

Desirable Skills:

  • Working knowledge of ISO9001/AS9100 requirements
  • Experience working in an aircraft manufacturing environment and understanding operational strategies and challenges
  • Understanding of unmanned aerial target systems and/or flight operations
    • Working knowledge or ability to develop working knowledge of Company’s business financial systems and processes
  • Earned Value Management (EVM) experience a plus

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree with focus in Business or Finance preferred
  • Experience reviewing and writing compliant proposals
  • Will be required to obtain and maintain a U.S. security clearance at the appropriate level (requires U.S. Citizenship) including meeting all DD254 requirements when applicable

PREFERRED EXPERIENCE:

  • 5 years related project/program management experience, preferably within DoD acquisitions/procurement environment or in the aerospace manufacturing industry
  • Program Management Professional Certification preferred
  • In lieu of educational requirements, a minimum of 7 years directly related Program/Business Analyst or Project Management experience in support of DoD contracts may be considered.

WORK ENVIROMENT / PHYSICAL REQUIREMENTS:

  • Ability to gather, organize, and analyze/interpret multiple sources of data into meaningful and useful information for the Program Management team
  • Ability to sit for long periods of time
  • Ability to perform repetitive motion (keyboarding and computer work, phones, writing and reading)
  • Ability to lift up to 15 pounds

  • May require infrequent travel locally, domestically and/or international
