Description
The Legislative Research Commission is accepting applications for the position of Legislative CommitteeAnalyst in the staff for the Economic Development and Workforce Interim Joint Committee and the Tourism, SmallBusiness and Information Technology Interim Joint Committee.
This position is nonpartisan in nature and requires the ability to work with neutrality in a politicallycharged environment.
The Legislative Research Commission provides staff support to the Kentucky General Assembly. The agency offersunique opportunities to people seeking fulfilling, challenging, and rewarding careers. LRC staff membersprovide diverse services and are united by the common purpose of supporting the branch of government closestto the people.
The individual selected for this position must have a positive attitude, strong work ethic, attention todetail, and be public service oriented with the ability to maintain a good rapport with LRC staff, stateemployees, and the general public.
The individual must be able to work under stress, with the understanding that during legislative sessions andoccasionally during the interim period, working significant amounts of overtime will be required.
This is a permanent, full-time position with benefits including health and life insurance; retirement plan;and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with priorapproval.
Job Duties:
  • Communicate with Committee Staff Administrator to learn about agency policies and committee procedures.
  • Analyze and research issues related to committees' jurisdiction, or other issues as assigned.
  • Draft requested legislation using LRC programs and applications.
  • Effectively communicate information orally or in written formats as requested with staff, non-staff, andlegislators.
  • Have or develop knowledge of assigned subject matter.
  • Review and analyze federal, state, and local laws, regulations, and legal precedent.
  • Work with agencies, legislators, and the public.
  • Help arrange committee meeting logistics and staff meetings.
  • Act as lead staff when requested for interim, session, or task forces.
  • Undertake limited travel for committee meetings, meetings with legislators, and other occasions asappropriate.
  • Work with other LRC staff on the production of LRC publications.
  • Work with other LRC staff on multidisciplinary task forces and research projects.
  • Attend training as needed or directed.
  • Perform other duties as assigned.

  • Ability to do legal research in the committees' subject matter.
  • Willingness to assist other committees and research issues not related to committees' jurisdiction.
  • Demonstrated ability to understand the legislative process and the bill drafting application.
  • Willingness to meet short deadlines.
  • Ability to work in a team environment or work independently.
  • Willingness to work with other agencies, legislators, and the public.
  • Basic computer skills with knowledge of Windows Office products, or demonstrated ability to learn WindowsOffice products.
  • Ability to understand and uphold the strict confidential nature of legislative work.
  • Ability to uphold expectations of a nonpartisan staff member.
  • Ability to work extended hours as needed.
Preferred knowledge and experience in the committee's jurisdictional matters such as economic and industrialdevelopment, business regulatory matters, small business development, workforce and workplace, wages andhours, labor, employment agencies, unemployment compensation, workers' compensation, consumer protection,information technology and broadband internet, or outdoor recreation and tourism development.
Minimum Requirements
EDUCATION: Preference is for a Juris Doctor, but will accept master's, or Ph.D. in public policy or fieldrelated to either of the committees' jurisdiction.
