Salary Range: $84,864 - $109,137

Essential Job Functions
Directs and manages assigned section and the programs within it: Facilitates establishment of clear vision, operating principles, goals, objectives, and performance measures for the section; Ensures existence of comprehensive range of services to meet client needs; Defines, assigns and coordinates workstreams; monitors and evaluates programs to continuously leverage opportunities for improvement; Researches new and emerging evidence-based practices and federal, state and local policies to develop strategies that drive results.
 
Communicates as a strategic partner who interprets the Department’s role to community residents, collaborates with organizational leaders to align on vision and strategies, builds effective partnerships, and coordinates efforts with community agencies to enhance services and impact for our customers.
 
Builds relationships, collaborates and communicates with a range of stakeholders: Serves as official representative and public relations liaison for assigned section; Attends various meetings and may serve as member of or advisor to appropriate committees; Develops, composes, and organizes a variety of professional level narratives, reports and correspondence for presentation to a variety of audiences ranging from clients to board members and/or regulatory authorities; Participates as a member of the HS Management Team to collaborate and facilitate consistent and effective operation of the Human Service Department as a whole.
 
Prepares annual budget for section, applying unified department financing strategy, which provides transparency and awareness of the dedicated funding sources and where they originate to ensure programs operate efficiently and effectively; Monitors budget and services purchased through contracts to ensure fiscal and performance accountability, makes appropriate recommendations, and ensures the section meets any programmatic obligations tied to funding sources (e.g., grants).
 
Collects data, prepares reports, and analyzes existing services to provide recommendations for improvement, strategically plan for continuous service enhancement, and develop innovative solutions to enhance quality and effectiveness; Creates inclusive change management strategies and prepares the Exception Analysis reports for the Human Services Board.
 
Provides consultation to supervisors and staff, ensuring effective handling of specific questions, policies, and procedures while overseeing recruitment, training, supervision, and evaluation of staff, ensuring alignment with day-to-day system operations, and monitoring staff activities, case information, and quality assurance measures to meet state and local contract and practice standards.
  • Ability to make reasonable business decisions and recommendations using skills in planning, organizing, and prioritizing work.
  • Ability to coordinate service delivery systems to achieve program objectives effectively using skills in staff development, delegation, coaching, and teamwork.
  • Ability to manage, supervise and direct the work of others.
  • Proficiency in understanding and explaining complex regulations, guidelines, and evidence-based practices related to service provision. Familiarity with federal, state, and local laws governing services for target populations.
  • Ability to use technology for program efficiencies, analyzing statistical data, and effectively utilizing data to improve service delivery. Skills in preparing accurate and engaging reports using Microsoft Office products.
  • Demonstrated abilities in effective communication, collaboration, relationship-building, and teamwork through facilitating and participating in meetings that engage others and build sustainable partnerships across diverse backgrounds.
  • Five years leadership experience at a management level, preferably in human services related programs and services.
  • Graduation from an accredited college or university with a master’s degree in public administration, business administration, social work, psychology, sociology, or related field.
  • Must pass background check in accordance with Wisconsin Caregiver Law.
  • May consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities.
  • In some sections a valid driver's license and access to personal transportation, or other reliable means of transportation for countywide travel are required.
