Job Title: Executive Director of Compliance & Talent Management Wage/Hour Status: Exempt
Reports to: Chief of Human Capital & Talent Development Pay Grade 8: Administrative
Dept./School: Human Capital & Talent Development Initiated Date: May 2024
District Primary PurposeTo lead and optimize the district's talent management strategies, ensuring compliance with all regulatory standards and fostering a diverse and effective workforce committed to educational excellence.
Department Primary PurposeTo oversee the comprehensive management of talent recruitment, retention, and compliance within the district. This role ensures that all employment practices meet legal standards and supports the district's commitment to diversity, equity, and effective labor relations.
Education/Certification
  • Bachelor’s degree required.
  • Master’s degree in Human Resources, Business Administration, Educational Leadership, or related field preferred.
  • Relevant professional certifications in HR (e.g., SHRM-CP, SPHR) or compliance preferred.
Qualification Requirements
  • 6 years of experience including a minimum of -
    • 3 years as a central office leader or principal, with a strong record of results;
    • 3 years experience in Human Capital Management, with a strong focus on compliance and talent management within a large organization;
    • Combination of any of the above stated qualifications allows for requirements to be met.
  • Expert knowledge in interpreting and applying federal, state, and local laws, guidelines, finances, and procedures pertaining to Human Capital Management and Talent Development.
  • Deep understanding of employment law, labor relations, and diversity initiatives.
  • Demonstrated leadership in managing Human Capital Management functions such as hiring, onboarding, retirement planning, and termination processes.
  • Strong leadership and strategic planning skills, with the ability to oversee complex Human Capital Management initiatives that align with organizational goals.
  • Excellent communication and interpersonal skills, with the ability to navigate complex labor relations and grievance issues effectively.
  • Strong analytical skills to oversee compliance with certifications and licensing requirements for educational staff.
Major Responsibilities And Duties
  • Ensure compliance with all applicable regulations concerning substitute certifications, teacher licensure, and other mandatory qualifications.
  • Manage retirement processes and planning, providing support and information to staff to ensure smooth transitions.
  • Champion workforce diversity initiatives, promoting an inclusive culture that reflects the community and enhances the educational environment.
  • Oversee labor relations and grievance procedures, resolving issues fairly and maintaining positive relationships with employee groups and representatives.
  • Direct the new employee orientation process, ensuring a welcoming and informative introduction to the district for all new hires.
  • Supervise the hiring and termination processes, ensuring they are conducted ethically, transparently, and in compliance with district policies and legal requirements.
  • Develop and maintain systems and protocols human capital data management to support decision-making and policy development.
  • Provide leadership and guidance to Compliance and Talent Management staff, fostering professional development and operational excellence within the team.
Supervisory ResponsibilitiesDirect supervision of coordinators, specialists, and other support staff in the Compliance and Talent Management team, including those involved in staffing, compliance, labor relations, and workforce diversity.
Working ConditionsPhysical Demands:Standard office demands including sitting, using computers, and attending meetings.
Work EnvironmentPrimarily office-based with occasional visits to school sites and district facilities as required for meetings, training, and staff related events.
