ABOUT THE POSITION
The Assistant Chief Financial Officer, LACERA will report to the Chief Financial Officer, LACERA in the Financial Accounting and Services Division, and is responsible for assisting in the overall management of the Division.
This one position classification is responsible for administering, planning and directing, through subordinate supervisors, the daily operations of FASD accounting functions and making recommendations on long-range integrated plans to ensure effective corporate and investment accounting operations and the provision of accurate, timely, and useful financial information. As a third-level supervisor and manager, they will actively mentor staff and enhance overall operational efficiency and adaptability.
The position must apply a thorough knowledge of management concepts and principles; departmental programs, policies, goals and objectives; Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) standards and guidelines; County Employees Retirement Law (CERL); fiscal and accounting internal controls; and laws governing the administration of retirement benefits, laws governing banking and treasury operations, at a level sufficient to make recommendations for the interpretation of laws and pronouncements; organize and plan the work of FASD, and support LACERA's Mission, Vision and Values, and strategic planning efforts while simultaneously achieving compliance with applicable rules, regulations, and standards.
The position must have refined written and verbal communication skills to clearly convey critical financial issues and proposed resolutions, strong leadership skills to manage professional accounting staff, and the ability to establish and maintain effective working relationships with members of LACERA's Boards, management, internal staff, governmental agencies, professional service providers, and the public.

The ideal Assistant Chief Financial Officer will:

  • Manage the daily operations of the General Accounting and Financial Accounting sections, through subordinate supervisors.
  • Provide direct oversight and high-level guidance for LACERA's financial reporting and compliance functions.
  • Prepare and present a variety of fiscal and actuarial topics to LACERA Boards and both internal and external parties.
  • Assist in the development and implementation of strategic initiatives and process improvements.

Vacancy Information: The current vacancy is in the Financial Accounting Services Division; however, the resulting eligible register for this examination can be used to fill other vacancies in LACERA, as they occur.
Work Schedule: This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday), with occasional nights and weekends in emergent situations. LACERA offers a hybrid work environment, and this position may be eligible to telework up to three (3) days per week.

CERTIFICATION BONUS: Any permanent, full-time employee working in this classification possessing a valid Certified Public Accountant (CPA) by the California Board of Accountancy is entitled to a Certification Bonus equal to two (2) salary schedules (approximately 5.5%) as provided by the Los Angeles County Step Pay Plan.
This position is an exempt position as defined by the Fair Labor Standards Act and not eligible for overtime.

REQUIREMENTS
A Bachelor's degree from an accredited college or university with a major in Accounting, Business Administration, Finance, Economics, or a closely related field, with completion of twenty-one semester units or thirty-two quarter units of accounting including at least two courses in advanced accounting subjects.
- AND -
Two (2) years of experience at the level of Accounting Officer I, LACERA* or higher, with responsibility for planning, organizing, and directing a large, complex, and comprehensive audit, corporate accounting, or investment accounting program.
Special Requirement Information:
*Experience at the level of Accounting Officer I, LACERA* or higher includes performing professional accounting work and supervising a unit of at least five or more professional accounting and technical accounting staff engaged in the operation of a comprehensive fiscal or investment accounting system.
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II- Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.
ADDITIONAL INFORMATION

DESIRABLE QUALIFICATIONS:
  • Demonstrated professional accounting experience at a public sector organization or professional fund accounting experience at a custodial bank or investment manager at the level of a supervisor.
  • Demonstrated experience supervising, through subordinate supervisors, two (2) or more teams of professional Accountants.
  • Demonstrated experience making formal public financial presentations to a governing board or leadership team on topics such as fiscal and accounting policies, financial statement overviews, accounting concepts, and other complex financial topics.
  • Demonstrated experience planning, preparing and/or reviewing financial statements and note disclosures for annual financial reports in accordance with Financial Accounting Standards Board (FASB) or Governmental Accounting Standards Boards (GASB) standards.
  • Demonstrated experience acting as a liaison between the organization and outside auditors and/or other external financial or actuarial consultants, including reviewing and coordinating requests, gathering necessary documentation, and providing answers and explanations to questions.
  • An active licensed Certified Public Accountant (CPA) by the California Board of Accountancy.

Los Angeles County Child Support Compliance Program : In an effort to improve compliance with court ordered child, family and spousal support obligations, certain employment and identification information (i.e., name, address, Social Security number and date of hire) is regularly reported to the State Directory of New Hires which may assist in locating persons who owe these obligations. Family Code Section 17512 permits under certain circumstances for additional employment and identifying information to be requested. Applicants will not be disqualified from employment based on this information.
Social Security Act of 2004 : Section 419 (c) of Public Law 108-203, the Social Security Protection Act of 2004, requires State and local government employers to disclose the effect of the Windfall Elimination Provision and the Government Pension Offset Provision to employees hired on or after January 1, 2005, in jobs not covered by Social Security. The County of Los Angeles does not participate in the Social Security System. All newly hired County of Los Angeles employees must sign a statement (Form SSA-1945) prior to the start of employment indicating that they are aware of a possible reduction in their future Social Security benefit entitlement. Employment Eligibility Information : Final appointment is contingent upon verification of U.S. citizenship or the right to work in the United States. Immigration law provides that all persons hired after November 6, 1986, are required to present original documents to the County, within three (3) business days of hiring, which show satisfactory proof of 1) identity and 2) U.S. employment eligibility.
