ABOUT THE POSITION
LACERA is seeking two Information Technology Specialist I - Information Security Engineers to support critical security programs and operations within the organization. These roles offer an exciting opportunity to contribute to the security posture of critical government systems and services and uphold the confidentiality, integrity, and secure accessibility of LACERA's systems and information assets. The Engineers will register incidents of risk, set up automations, and work as part of a dedicated team to ensure that the organization adheres to all relevant data privacy acts.
The Engineers will report to the Information Security Officer and work within the Executive Office, actively collaborating on a team of five to manage LACERA's cybersecurity programs and projects. Prior experience in the private/public sector or any organization with a strong element of compliance is preferred. The Engineers are expected to be thorough and organized technical administrators who also possess excellent interpersonal skills, capable of building excellent relationships with other staff. They will also be clear communicators, with the ability to explain complex technological concepts in a simplified and engaging way.
The Information Security Engineers will:
  • Maximize the user experience for LACERA members, while also ensuring their information is secure.
  • Work to ensure the success of all security- and risk-related projects, ensuring that consumer information is protected and that proper policies, procedures, and controls are built in for optimal data safety.
  • Have experience working in a complex security compliance environment.
  • Have foundational knowledge of general information security programs, and virtual/cloud network security.
  • Monitor systems, networks, and applications for suspicious activities, and log all security incidents.
  • Conduct risk assessments and security audits to identify vulnerabilities, threats, and compliance gaps.
  • Develop remediations and strategies to mitigate risks.
  • Respond promptly to security incidents, conducting thorough investigations and implementing necessary countermeasures (SOAR).
  • Demonstrate prior experience making sound judgments related to data security, knowing when to implement programmatic and procedural controls and create new automations.

Vacancy Information: The current vacancy is in the Systems Division; however, the resulting eligible register for this examination can be used to fill other vacancies in LACERA, as they occur.
Work Schedule: This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday), with occasional nights and weekends in emergent situations. LACERA offers a hybrid work environment, and this position may be eligible to telework up to three (3) days per week.

This position is an exempt position as defined by the Fair Labor Standards Act and not eligible for overtime.

MINIMUM REQUIREMENTS (Specialty)
Two (2) years of experience, within the last three (3) years, at the level of *, or **, performing highly specialized and complex cybersecurity design and analysis.
Such experience must include providing leadership for complex implementation in a high-availability environment, including planning, designing, analysis, and overall project management of network related issues.
Special Requirement Information:
*Experience at the level of Data Systems Coordinator, LACERA , must include acting as coordinator and participates in the work involved in an information and work processing systems program or a complex systems project, or reviews and evaluates the design and utilization of a variety of systems. This is the lead level.
**Experience at the level of Data Systems Supervisor I, LACERA , must include acting as supervisor to a small staff of analysts engaged in the analysis, design, and implementation of manual and electronic information and work processing systems, or coordinates the systems program.

Do you have two (2) years of experience, within the last three (3) years, at the level of Data Systems Coordinator, LACERA*, or Data Systems Supervisor I, LACERA**, performing highly specialized and complex cybersecurity design and analysis. Such experience must include providing leadership for complex implementation in a high-availability environment, including planning, designing, analysis, and overall project management of network related issues?
Experience must include systems design, database management, development of online data entry and data inquiry capability, and defining techniques to be used for backup, restart, recovery, data security, file structuring, and optimum processing techniques; and communications network analysis, design, planning, and performance tuning?
