Lake County is seeking a finance professional to serve as Deputy Finance Director within the County’s Finance Department. The Deputy Finance Director performs complex financial analysis and accounting work related to managing the County’s financial reporting functions, budgetary control functions, and financial reporting systems. The Deputy Finance Director assists in planning, organizing, and directing the financial activities of the County and performs related work as required. This high-level financial work involves the formulation of policies and procedures in the financial administration of Lake County. The Deputy Finance Director works under general supervision of the Chief Financial Officer/Finance Director.

Essential Functions

  • The Deputy Finance Director is responsible for the supervision of the accounting, budget, financial reporting, payroll, centralized financial services, purchasing, accounts payable, and accounts receivable functions of the Finance Department.
  • Assists with establishing long term and short-term departmental goals and objectives in coordination with the Chief Financial Officer/Finance Director.
  • Supervise and mentor Finance Department staff. Provide training and development opportunities to enhance staff skills and performance.
  • Assist in the implementation of and maintenance of financial management systems to ensure efficient and accurate financial operations.
  • Collaborate with Lake County’s departments on all aspects of the annual financial audit process.
  • Supervises the annual audit process including the completion of the work for the Annual Comprehensive Financial Report (ACFR), and Single Audit along with various related required financial reports in compliance with statutory and other requirements.
  • Prepare and present financial statements and reports to the Chief Financial Officer, the County Administrator and Financial & Administrative Committee.
  • Assist in managing existing debt service and ensure compliance with debt compliance requirements and IRS regulations.
  • Assist in the development and implementation of financial policies and procedures for Finance Department functions.
  • Reviews the annual indirect cost allocation plan in accordance with Federal and State regulations.
  • Represents the County in various meetings and functions. Performs additional duties as assigned.

Knowledge Skills Abilities and Education Required

  • Excellent managerial skills and ability to evaluate the work of others.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills and attention to detail.
  • Working knowledge of generally accepted accounting principles (GAAP), methods, practices, and terminology along with the Government Accounting Standards Board (GASB) requirements.
  • Ability to work accurately with financial data.
Education and Experience Requirements:
To qualify for the position of Deputy Finance Director, a candidate must have a bachelor’s degree in accounting, finance, or a related field. A graduate degree and Certified Public Accountant (CPA) certification are preferred. Additionally, the candidate should possess over ten years of management experience, with at least eight years in government-related financial roles. This combination of education, certification, and extensive experience ensures that the candidate is well-equipped to handle the complexities of Lake County’s financial operations.
