The Deputy Human Resources Director is instrumental in managing and supervising the activities and personnel of the Human Resources Department, ensuring alignment with Lake County's Strategic Plan. The primary role of the Deputy Human Resources Director is to support the Director in the execution and coordination of various policies and procedures. These include employment, employee and labor relations, wage and salary management, onboarding, training, engagement, risk management, benefits, payroll, recruitment, and additional employee services.

Essential Functions

Depending on the assignment, the incumbent may perform a combination of some or all of the following duties, and perform related duties as assigned:
  • Oversee and engage in the duties of the payroll division by establishing policies and programs that improve compliance and efficiency in payroll activities, in order to bolster centralized Human Resources decisions.
  • Oversee and participate in the Countywide Risk Management and loss control programs; planning, organizing, developing a strategic vision to minimize exposures to adverse consequences to the County.
  • Oversee Labor and Employee Relations initiatives, which encompass participation in negotiating collective bargaining agreements, managing performance, and administering employee discipline.
  • Supervise professional and technical staff engaged in the research, development and implementation of Human Resource programs.
  • Oversee the development and implementation of strategies and initiatives for recruitment and retention.
  • Responsible for the administration of policies concerning benefit plans covering accident and health insurance, retirement and pension, and other County programs.
  • Reviews and recommends action plans for compliance with all applicable federal and state laws and regulations pertaining to employment.
  • Assist in the preparation and management of the annual budget for Human Resources.
  • Delegate and oversee staff responsibilities in the development and execution of significant projects.
  • Interpret existing policies and procedures, and responsible for creation and/or implementation of revised and new policies.
  • Develop recommendations and programs that cater to employee needs in areas such as training, performance management, employee engagement, and Diversity, Equity, and Inclusion initiatives.
  • Guide departments on the proper enforcement of work rules to guarantee consistent and predictable application.
  • Develop strategies and programs to administer wage and benefit programs as cost effectively as possible.
  • Procure contracts for service in a cost-effective manner, including expiring insurance coverage, broker services and employee activities.
  • Responsible for classification and compensation initiatives, including adherence to policies, management of position inventory, and evaluation of reclassification requests.
  • All other related duties as assigned.

Knowledge Skills Abilities and Education Required

  • Knowledge of federal, state and local laws, regulations and court decisions applicable to Human Resources.
  • Thorough knowledge of the principles, practices and techniques of public Human Resources administration including recruitment, testing, selection, classification and compensation, Equal Employment Opportunity (EEO), employee relations, labor relations, employee development and performance planning and appraisal.
  • Knowledge of and ability to relate well to a wide range of individuals and influence their actions to be able to teach and or lead them to solutions when appropriate.
  • Knowledge of County Human Resources policies and labor contract provisions.
  • Knowledge of trends in Human Resources program development and the ability to implement new programs successfully.
  • Knowledge of and the ability to apply research methods and data analysis techniques.
  • Skill in change management, problem-solving and conflict resolution.
  • Ability to exercise discretion and confidentially handle information, records and issues.
  • Ability to successfully use County-specific technology and general office software.
  • Ability to communicate clearly, logically, and persuasively both verbally and in writing; ability to prepare clear, concise, and comprehensive reports, correspondence and documents.
  • Ability to establish and maintain effective working relationships with managers organization and staff, representatives of other governmental agencies, the public and others encountered in the course of work.
  • Ability to collaborate with diverse groups of people, including constituencies which may have been underrepresented, facilitate inclusive participation in programs and activities; communicate cross-culturally.

EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Human Resources or a related field;
  • Five (5) years of progressively responsible experience in the development and delivery of Human Resources services, preferably within the public sector;
  • Valid driver’s license with a good driving record;
  • Or any combination of education and experience that provides the candidates possesses the knowledge, skills and abilities to perform the duties prescribed to the position (above).

Supplemental Information

PHYSICAL DEMANDS OF THE POSITION
  • Requires mainly office work, involving standing or walking some of the time, exerting up to 10 pounds of force on a regular basis, and high dexterity in operating office equipment, including a keyboard, phone, copier, etc.
  • The position requires normal visual acuity and field of vision and the ability to hear and speak to understand, respond to and build relationships with a diverse clientele.
