Job Title: FIRE INSPECTOR - PREVENTION

Salary: Hourly $27.13 - $39.61 (effective July 1, 2024)

This is an Arizona State Retirement (ASRS) position.
JOB DESCRIPTION:
Working under the supervision of the Fire Marshal, the incumbent performs semiskilled work conducting site inspections to ensure compliance with fire and building codes and regulations, preparation of correspondence and inspection reports, handling of complaints, and maintenance of records, as well as participation in legal proceedings and maintenance of an open dialog with other inspectors and emergency response personnel, according to the job performance requirements.
The ideal candidate will have a working knowledge of fire sprinkler systems and fire alarm system design and installation requirements. They will have a background in conducting occupant inspections to ensure compliance with the International Fire Code and will be familiar with 13D fire sprinkler systems to include plan review and site inspections.
MINIMUM QUALIFICATIONS:
High School diploma or GED with College level coursework in fire science, fire and life safety, or related field and minimal knowledge of fire behavior, fire protection and suppression techniques, building construction, fire sprinkler, and fire alarm systems, municipal codes and zoning principles, or an equivalent combination of education and experience.
SPECIAL REQUIRMENTS:
Possession of NFPA 1031 Fire Inspector I & II Certification, as classes become available.
Possession of and ability to maintain International Code Council (ICC) Fire Inspector I Certification within one (1) year of hire..
Possession of and ability to maintain International Code Council (ICC) Fire Inspector II Certification within two (2) years of hire.
Possession of and ability to maintain International Code Council (ICC) Residential Fire Sprinkler Inspector/Plans Examiner Certification within two (2) years of hire.
Possession of Federal Emergency Management Agency (FEMA) National Incident Management systems (NIMS) training, based on assignment.
Possession of CPR and First Aid Certifications issued by a nationally recognized certifying agency within six (6) months of hire.
May require possession of, or ability to obtain, specific licenses and/or certifications depending on departmental assignment.
Must meet and maintain all training and education requirements for position.
Valid Driver License of appropriate class.

Recognize the need for a permit, given a situation or condition, so that requirements for permits are communicated in accordance with the applicable codes and standards and the policies of the City of Lake Havasu and the Lake Havasu City Fire Department.
Recognize the need for plan review, given a situation or condition, so that requirements for plan reviews are communicated in accordance with the applicable codes and standards and the policies of the City of Lake Havasu and the Lake Havasu City Fire Department.
Investigate common complaints, given a reported situation or condition, so that the complaint information is recorded, the AHJ-approved process is initiated, and the complaint is resolved.
Identify the applicable code or standard, given fire protection, fire prevention, or life safety issue, so that the applicable document, edition, and section are referenced.
Identify the occupancy classification of a single-use occupancy, given a description of the occupancy and its use, so that the classification is made according to the applicable codes and standards.
Compute the allowable occupant load of a single-use occupancy or portion thereof, given a detailed description of the occupancy, so that the calculated allowable occupant load is established in accordance with applicable codes and standards.
Inspect means of egress elements, given observations made during a field inspection of an existing building, so that means of egress elements are maintained in compliance with applicable codes and standards and deficiencies are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
Verify the type of construction for an addition or remodeling project, given field observations or a description of the project and the materials being used, so that the construction type is identified and recorded in accordance with the applicable codes and standards and the policies of the jurisdiction.
Determine the operational readiness of existing fixed fire suppression systems, given test documentation and field observations, so that the systems are in an operational state, maintenance is documented, and deficiencies are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
Determine the operational readiness of existing fire detection and alarm systems, given test documentation and field observations, so that the systems are in an operational state, maintenance is documented, and deficiencies are identified, documented, and reported in accordance with the policies of the jurisdiction.
Determine the operational readiness of existing portable fire extinguishers, given field observations and test documentation, so that the equipment is in an operational state, maintenance is documented, and deficiencies are identified, documented, and reported in accordance with the policies of the jurisdiction.
Recognize hazardous conditions involving equipment. Processes, and operations, given field observations, so that the equipment, processes, or operations are conducted and maintained in accordance with applicable codes and standards and deficiencies are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
Compare an approved plan to an existing fire protection system, given approved plans and field observations, so that any modifications to the system are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
Verify that emergency planning and preparedness measures are in place and have been practiced, given field observations, copies of emergency plans, and records of exercises, so that plans are prepared, and exercises have been performed in accordance with applicable codes and standards and deficiencies are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
Inspect emergency access for an existing site, given field observations, so that the required access for emergency responders is maintained and deficiencies are identified, documented, and corrected in accordance with the applicable codes, standards, and policies of the jurisdiction.
Verify code compliance for incidental storage, handling, and use of flammable and combustible liquids and gases, given field observations and inspection guidelines from the AHJ, so that applicable codes and standards are addressed, and deficiencies are identified, documented, in accordance with the applicable codes and standards and the policies of the jurisdiction.
Verify code compliance for the incidental storage, handling, and use of hazardous materials, given field observations, so that applicable codes and standards for each hazardous material encountered are addressed and deficiencies are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
Recognize a hazardous fire growth potential in a building or space, given field observations, so that the hazardous conditions are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
Determine code compliance, given the codes, standards, and policies of the jurisdiction and a fire protection issue, so that applicable codes, standards, and policies are identified, and compliance is determined.
Verify fire flows for a site, given fire flow test results and water supply data, so that required fire flows are in accordance with applicable codes and standards and deficiencies are identified, documented, and reported in accordance with the applicable codes and standards and the policies of the jurisdiction.
KNOWLEDGE, SKILLS AND ABILITIES:

PHYSICAL DEMANDS AND WORKING CONDITIONS:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, frequently requires standing and walking and occasionally requires sitting, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles,
exposure to toxic or caustic chemicals and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

All positions within the City are required to submit to a pre-employment drug test. The City reserves the right to consider only the most highly qualified applicants. The succeeding examination processes may be required: training and experience, testing, panel interview, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation and alcohol/drug screening test. Appointment subject to successful background investigation and City paid post-employment medical examination after offer of employment has been made.
