JOB DESCRIPTION:
Performs intermediate skilled work providing labor work in construction, repair, and maintenance of the water distribution system, operating assigned machinery and equipment, performing preventive maintenance and repairs, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor.
SPECIAL NOTE:
The incumbent works outdoors and is exposed to extreme temperatures, confined spaces, and traffic. May be subject to call backs. The primary assignment will be in water distribution.
The ideal candidate will be self-motivated, with a desire to enter into the field of municipal water distribution service. They will demonstrate a commitment to be a positive and productive member of a team. They will indicate an interest in furthering their education and work experience, which may increase their opportunities for advancement. Backhoe experience preferred.
Note: If a candidate does not possess ADEQ Grade I Water Distribution or ADEQ Grade I Water Treatment Certification and a valid Commercial Driver License Class A with a Tanker Endorsement at the time of hire, they will be considered a trainee until both are obtained. Certification and CDL must be obtained within 12 months of hire.
MINIMUM QUALIFICATIONS:
High School diploma or GED and minimal experience in manual labor and the ability to utilize hand tools or equivalent combination of education and experience. Possession of Grade I Water Distribution or Grade I Water Treatment Certification issued by the Arizona Department of Environmental Quality (ADEQ) and a valid Commercial Driver License Class A with a Tanker Endorsement.
SPECIAL REQUIREMENTS:
Possession of, or the ability to obtain, a valid Arizona Commercial Driver License Class A with a Tanker Endorsement at hire.
$1.00/hr. stipend upon obtaining Arizona Commercial Driver License Class A with a Tanker Endorsement.
National Incident Management Systems (NIMS) training based on assignment.
Must meet and maintain all training and education requirements for the position.
Positions may also require one (1) or more of the following certifications depending on assignment:
Confined Space/Trenching and Shoring Certification.
Closed Circuit Television Certification.
Forklift Certification.
Flagger's Certifications.
Hazardous Materials Certification
NCCO Crane Operator Certification.
ESSENTIAL FUNCTIONS
The requirements listed below are representative of the knowledge, skill, and/or ability required and are subject to change as needs and job requirements change. Position assignments may vary. Inspects booster/lift station and wet well conditions; enters wet wells for maintenance and cleaning purposes.
Repairs submersible pumps; pulls and replaces pumps at lift stations or treatment plants.
Wires electrical panels; maintains panels in working condition by checking caps, breakers, transformers, generators, fuses, wiring, overloads, starters, etc.
Taps water main sewer line and runs service line to residence property; performs digging, pipefitting and slope calculations; repairs to water main and service line.
Installs meters, fire hydrants, service lines and water mains.
Establishes and maintains effective working relationships with government agencies, City employees, and the general public.
Operates and maintains motor vehicles, including dump truck, backhoe, and tanker, and other work-related equipment.
Knowledge, Skills and Abilities:
Some knowledge of concepts and application of utility systems; some knowledge of tools and equipment used in the utility field; some knowledge of following City policies and procedures guidelines; some knowledge of safety practices in the performance of utility operation activities and compliance with applicable rules and regulations.
Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment.
Ability to complete data collection forms and daily log books entries; ability to identify and diagnose operational problems, and recommend alterations, adjustments, and procedural changes to correct problems and maintain system stability; ability to perform a confined space entry; ability to use operator and other assigned equipment, motor vehicles, machinery, and tools; ability to perform preventive maintenance and repairs; ability to carry out oral and written instructions; ability to work under adverse conditions; ability to detect by inspection worn or broken parts; ability to read and interpret blueprints of utility systems, service orders, and maintenance manuals; ability to establish and maintain effective working relationships with associates, contractors, supervisors, vendors, and the general public.

The succeeding examination processes may be required: training and experience, testing, panel interview, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation and alcohol/drug screening test. Appointment subject to successful background investigation and City paid post-employment medical examination after offer of employment has been made.
