Director of Resident Services

Job Summary

Lancaster City Housing Authority (LCHA), the largest affordable housing provider in Lancaster City, is seeking to fill the position of a newly created position, Director of Resident Services.

The LCHA provides safe and sanitary housing for low-to-moderate income individuals and families, fostering the development, ownership and successful management of housing programs while maintaining high standards and recognizing the residents as the ultimate customer. The LCHA owns and operates 469 Public Housing units consisting of 164 family units and 305 elderly/disabled units within four property sites. Housing is also provided through the Section 8 Housing Choice Voucher Program. The LCHA administers 1,003 Vouchers by matching up eligible applicants with participating private landlords. The individual selected for this role, under the supervision of the Executive Director of the LCHA, will direct and oversee a two-person Resident Services Department. The individual will develop and implement programs and services to meet resident and client needs, while promoting housing stability and positive life outcomes. The Director leads cross-departmental initiatives; collaborates heavily with the Executive Director, Deputy Director, and Director of the Housing Choice Voucher Program to achieve strong outcomes in housing stability and economic empowerment. Preferably, this individual will have a bachelor’s degree or associate degree in psychology, sociology, social services, human services, or an equivalent of 5 years of experience in this field.

Qualifications and Competencies

Lead Resident Services Department

· Grant writing and administration for all federal grant awards within the Resident Service Department

· Manage and oversee grant/funding source reporting requirements;

· Develop an annual activity calendar;

· Develop strategic relationships and specific points of contact with social service stakeholders;

· Utilize social media to communicate LCHA’s mission, program outcomes, and upcoming events;

· Supervision of Resident Services Staff

Manage Family Self-Sufficiency (FSS) Program

· Plans, implements, directs, and evaluates the Family Self-Sufficiency Program (FSS) in accordance with regulations by the United States Department of Housing and Urban Development and policies set by LCHA;

· Develops and maintains an Action Plan for the program

· Responsible for the preparation and maintenance of program materials, reports and records such as assessments, financial records, activity reports and case management records;

· Maintains data regarding Family Self-Sufficiency services and accomplishments and prepares reports summarizing the service data for use by the LCHA, the Department of Housing and Urban Development and the community of service providers assisting with the delivery of services;

· Serves as liaison among and between related departments within LCHA whose goals and daily work product relates to the Family Self Sufficiency program including but not limited to housing choice voucher, public housing, finance and other resident services;

· Serves on special boards and committees serving LCHA residents needs and represents LCHA at workshops and training programs which benefit from LCHA participation and/or sponsorship.

· Networks with community agencies, determines key leadership from these agencies

· Collaborates with community agencies and providers for the provision of these services for clients;

· Contracts through Memoranda of Agreement or contracts with community agencies and providers to ensure ongoing provision of these services for clients;

· Interviews and determines the eligibility of applicants for the Family Self-Sufficiency Program; Assesses service needs of program participants, and through case management, goal setting, referrals and monitoring assists participants in accessing appropriate public or private community agencies to obtain specialized types of assistance; Reviews case records to update and monitor client needs;

· Maintains knowledge of successful national and local efforts to assist low-income families achieve economic self-sufficiency.

· Knowledge of the characteristics, needs and interests of housing choice voucher and public housing residents;

· Case management techniques including appropriate assessment, goal setting, referral, monitoring and limited crisis management techniques;

· Ability to plan, organize and direct activities and services; establish comfortable and effective relationship with others; secure the cooperation of others; successfully work with and serve a diverse local community;

· Strong ability to compile, interpret and analyze information;

· Excellent project and deadline management skills;

· Proficient in Microsoft Word and Excel;

· Strong written and verbal communication skills;

· Proficient in Microsoft Word and Excel;

· Must possess a valid driver's license and be insurable under the Authority’s automobile policy;

· Employees in this classification are required to serve a six (6) month introductory employment period to receive permanent status;

· At least five years of management and supervision experience preferred;

· Highly motivated, quick-learner, self-starter;

· Combination of education, management experience and training as necessary to meet position requirements will be considered.

PHYSICAL REQUIREMENTS:

While performing duties of this job, the employee is regularly required to talk or hear. The position is very active and requires standing, walking, bending, kneeling, stooping, crouching, crawling, and climbing on a regular basis. The employee must frequently lift and/or move items over 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

EXPECTED HOURS OF WORK: 37.5 hours per week. After hours as needed.

TRAVEL REQUIREMENTS:

The Director of Resident Services must travel to different facilities and job site locations on a regular basis.
