Lane Education Service District is Hiring a Human Resources Specialist Near Eugene, OR

FTE: 8 hours per day (1.0 FTE)
Salary: $20.74-29.49 per hour
Start Date: Upon hire
Calendar: 260 day
Duration: Permanent

TITLE: Human Resources Specialist
POSITION PURPOSE: The position provides support for processes and procedures associated with recruitment, hiring, and onboarding of employees. This position also provides general HR back up functions to other positions.
The incumbent must be able to apply equitable and inclusive practices and actively contribute to developing and maintaining a community of belonging in support of the ESDs goal/vision to eliminate academic disparities among students because of race, gender, ethnicity, disability, sexual orientation, or socio-economic status.
Primary Duties And Accountabilities
  • Serves as primary system administrator for electronic application system.
  • Maintain and update system users and access.
  • Train users on effective use of system.
  • Maintain effective application system workflow set ups.
  • Prepare and monitor vacancy announcements.
  • Prepare and maintain screening documents.
  • Produce reports from the automated system using standard and special reporting options.
  • Serve as primary contact for applicant inquiries, including troubleshooting issues with completing applications.
  • Coordinate distribution of job posting and recruitment materials
  • Place vacancy notices/recruitment materials in print/digital publications and social media.
  • Manage visibility of social media accounts recruitment posts.
  • Provide support and training to hiring committees.
  • Assist with scheduling applicants for interview, including materials for interview committee.
  • Assist with completion of reference checks.
  • Prepare and distribute post screening and post interview communications to applicants.
  • Provide support for new employee onboarding and orientation.
  • Process initial employment notices and paperwork.
  • Process, support and monitor completion of required background checks.
  • Conduct new employee orientation activities as assigned.
  • Establish and maintain employee files, electronic and paper, as assigned.
  • Process change of status information across systems.
  • Ensure employee forms are routed, processed, and filed appropriately.
  • Process verification of sick leave and experience.
  • Complete periodic file review for completeness and compliance with federal and state regulations, including annual end of year clean up.
  • Complete electronic system updates as assigned.
  • Support preparation, dissemination, and monitoring of annual employee forms and notifications.
  • Annual “intent to return” paperwork
  • Annual acknowledgement of expectations for continued work.
  • Support licensure renewals for current and former employees and substitutes.
  • Track license expiration.
  • Process and submit PEER forms to TSPC.
  • Serve as backup TSPC contact for escalated license issues.
  • Prepare new employee reports for OEA.
  • Maintain and monitor online safety training to support workplace safety.
  • Add/inactivate employees and substitutes.
  • Ensure training is correctly assigned and updated based on employee role.
  • Follow up on overdue training.
  • Maintain electronic notification systems as assigned.
  • Add/inactivate employees.
  • Prepare and disseminate notifications as assigned.
  • Assist in processing and maintaining accurate records of assigned HR paperwork/processes.
  • Provide backup support to other human resources functions and other duties as assigned.
Knowledge/Skill/TrainingAn Associate’s Degree (AA) or equivalent in business or human resources; an equivalent combination of Human Resources training and experience may be considered. A minimum of 2 years’ experience in a Human Resources position required, with experience in the public sector preferred. Thorough knowledge of spreadsheet, database, and word processing software necessary to perform the duties of the position is required; including demonstrated skill with data processing functions including data entry and preparation of reports.
Experience with or ability to gain thorough knowledge of an application and employee information system to maximize system capabilities is essential. Complete job learning time may take beyond six months.
