HOURS OF WORK: 4/10's, Mon-Thur. 7a.m. - 6:00p.m.
INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.
The Ideal Candidate will have a four-year degree in chemical engineering, environmental health, environmental sciences, industrial hygiene, occupational safety and health or a closely related four-year field; (3) three years of increasingly responsible experience in occupational health and safety programs involving chemical systems and/or other hazardous materials; or the equivalent combination of training and experience. Have the ability to understand, interpret, explain and apply complex federal, State and District requirements regulating workplace Health and Safety and the use, storage and disposal of hazardous and regulated chemicals. Be able to evaluate work-place safety and hazardous/regulated materials programs and practices. Have knowledge and experience of chemical engineering design and chemical systems fabrication as they apply to Process Safety Programs and Risk Management issues. Have knowledge and experience of regulations and standard applicable to chemical systems and flows, hazardous materials and employee health and safety programs; methods and practices for conducting process hazard analyses, audits and investigations. Must possess outstanding customer service skills and have excellent written and oral communication skills; must be able to think critically and perform technical functions independently and within group settings; ability to multi-task while maintaining critical time management requirements is a must. Ability to work effectively within a team setting with strong project management skills is also required.
GENERAL PURPOSE
Under direction, participates in developing and administering a comprehensive process safety and risk management planning program; conducts comprehensive audits of the operation of chemical systems and other hazardous material work processes to ensure employee and work process safety in accordance with state and federal regulations; issues correction and abatement notices and follows up to ensure their implementation; and performs related work as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Practices and methods for developing and administering a comprehensive process safety and risk management planning program; basic principles of chemical engineering design and chemical systems fabrication as they apply to process safety programs and risk management issues; federal and state laws, regulations and standards applicable to chemical systems and flows, hazardous materials and employee health and safety programs; methods and practices for conducting process hazard analyses, audits and investigations; District safety, environmental and process safety requirements, policies and practices; standard safety equipment used in public works occupations; principles and practices of sound business communication.
Ability to:
Understand, interpret, explain and apply complex federal, state and District requirements regulating workplace health and safety and the use, storage and disposal of hazardous and regulated chemicals; evaluate work place safety and hazardous/regulated materials programs and practices and make sound recommendations for improvement; conduct incident, accident and workplace safety audits and investigations; exercise sound independent judgment and initiative within policy guidelines; communicate clearly, logically and persuasively, orally and in writing; prepare clear, concise and comprehensive investigative reports and other materials; operate a computer and standard word processing and spreadsheet software; establish and maintain highly effective working relationships with managers, supervisors, employees, vendors and others encountered in the course of the work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with major course work in chemical engineering, occupational health studies, environmental studies or a closely related field; three years of increasingly responsible experience in occupational health and safety programs involving chemical systems and/or other hazardous materials; or the equivalent combination of training and experience.
Licenses; Certificates: Special Requirements:
A valid Nevada driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
Certification as a Certified Hazardous Materials Manager is highly desirable.
