Pay Range$153,450 - $236,316 Annually
$153,450 - $197,028 Annually for the TSL.3 level
$183,990 - $236,316 Annually for the TSL.4 level

Job DescriptionWe have an opening for a Superblock Quality Assurance Manager to support the Strategic Deterrence Operations Quality Assurance Manager in leading and managing the Quality Assurance group in the Superblock. The Superblock is part of Strategic Deterrence and consists of four nuclear facilities (Hazardous Category 2 and 3), including several other support buildings, with the purpose of enabling various stockpile stewardship initiatives related to national security. You will interface closely with Superblock engineering, maintenance and operations managers, as well as program managers supporting laboratory missions in plutonium sustainment, stockpile stewardship and material characterization/analytical chemistry. Responsibilities include assisting in the management and development of staffing, short-term and long-term strategic planning and goals, and budgets. This position is in the Operations Quality Assurance group in the Strategic Deterrence Directorate.
The Superblock Quality Assurance Group Supports The Implementation Of All Elements Of 10 CFR Part 830 Subpart A Quality Assurance And Department Of Energy (DOE) Implementing Orders And Guides, Such As DOE Order 414.1D Quality Assurance. These Include
  • Implementing an organizational structure with functional responsibilities, levels of authority for managing, performing, and assessing the work
  • Initial and continuing training and qualification of personnel to ensure they can perform their assigned work
  • Effective quality control and improvement processes for products and services
  • Management of documents and records
  • Work processes consistent with standards, administrative and hazard controls, and regulatory requirements
  • Design processes that meet regulatory and industry standards, and provide for configuration management
  • Processes for assuring quality performance and procurement of products and services
  • Inspection and acceptance testing of items, services and processes
  • Management and independent assessment programs
  • Detecting and preventing the use of suspect/counterfeit items
  • Implementing quality assurance requirements for safety software
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role, you will
  • Manage a team of quality assurance engineers, technicians, specialists and administrative staff in the support of nuclear facility technical activities within LLNL’s Superblock complex.
  • Lead a multi-disciplinary team comprised of facility, program, and support personnel to establish and implement an effective quality assurance program within Superblock that addresses each of the elements of 10 CFR Part 830 Subpart A, Quality Assurance, and DOE implementing orders and guides, such as DOE Order 414.1D, Quality Assurance.
  • Coordinate, prioritize, and provide direct supervision of the daily work activities of the Superblock quality assurance organization in support of facility and program activities.
  • Implement and pilot new processes and techniques for improving the overall efficiency and accuracy of quality assurance operations within the Superblock.
  • Provide direction regarding administrative and personnel matters to subordinates in accordance with established LLNL policies and guidance.
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.
Additional Job Responsibilities, At The TSL.4 Level
  • Develop and monitor a Superblock quality assurance budget using institutional financial tools.
  • Authorize work in a nuclear facility.
  • Effectively represent and communicate quality assurance technical issues to stakeholders and external regulators.
Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in science, chemistry, engineering, or a related technical/science discipline, or the equivalent combination of education and related experience.
  • Experience with the application of quality management systems (i.e., ISO 9001, NQA-1).
  • Experience working in a nuclear facility managing quality assurance personnel.
  • Significant experience applying a broad understanding of scientific and technical disciplines including safety, engineering, operations, and maintenance.
  • Significant experience in quality assurance program development and implementation in areas such as technical reviews, product receipt inspections, engineering reviews, commercial grade item dedication testing and evaluation, vendor inspections, software quality assurance, assessments and audits, and hoisting and rigging inspections.
  • Advanced knowledge of nonconformance tracking systems, work control processes, metrology, and other related quality assurance programs.
  • Demonstrated ability to manage an organization that can provide independent judgment, and sound technical evaluations and recommendations in a wide range of engineering and technical disciplines.
  • Demonstrated advanced technical and organizational problem-solving skills for complex issues, and communicating issues/solutions to senior management.
  • Experience working with ASME, ASTM, and industrial codes and standards.
  • Significant knowledge of DOE quality assurance policies, procedures, regulations and standards.
Additional Qualifications At The TSL.4 Level
  • Significant experience working in a DOE or commercial nuclear facility managing quality assurance organizations.
  • Significant experience using financial tools to develop and monitor budgets.
  • Advanced verbal and written skills to effectively collaborate, present, explain, influence, and advise stakeholders and/or external regulators.
Qualifications We Desire
  • Extensive experience leading the independent oversight of organizations, operations, or facilities and assuring quality assurance programs are implemented appropriately and in compliance (including nuclear facility experience).
  • Expert communication skills necessary to effectively present and communicate with external agencies such as the Livermore Field Office, DOE-HQ and other state and government agencies on quality assurance activities.
  • Certified as a weld inspector through the American Welding Society.
  • Demonstrated experience implementing plans that promote and value inclusion, diversity, equity, and accountability principles in the workplace.
