Pay Range

$89,670 - $133,524 Annually

$89,670 - $111,324 Annually for the J01.2 level

$107,550 $133,524 Annually for the J01.3 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have openings for Group Leaders (GL) in the Weapons Business Operations (WBO) Division. You will provide leadership and oversight to your group, consisting of approximately five to 10 group members, who provide administrative, analytical, and/or business operations support to the broad array of program and project areas within Strategic Deterrence (SD). You will also interface between the division management team and your group. These positions are within the Strategic Deterrence Directorate.

These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide career development and leadership for an interdisciplinary group of exempt and/or non-exempt staff, participate in determining staffing requirements, and invest in division personnel to develop a well-trained workforce, ensuring the highest quality personnel are recruited and retained.
  • Execute division long-term goals as an active participant on the division's management team.
  • Participate in interviewing and hiring new workforce to meet evolving needs in collaboration with the WBO Senior Management Team.
  • Actively participate in mentoring, training, reclassification, and employee development within your WBO section.
  • Participate in the development and consistent application of processes and procedures aligned with the WBO Strategic Plan.
  • Serve as a general resource to staff on interpretation of established security procedures on a specific area within a security discipline.
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.

Additional job duties at the J01.3 level

  • Serve as a point of contact with SD programs to ensure compliance with DOE Security Orders and LLNL policies and procedures.
  • Resolve security problems with little precedent involving analysis and application of DOE/LLNL security requirements and guidelines, making recommendations on appropriate course of action to SD Security Management.
Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in a related field or equivalent combination of education/training in a security discipline and related experience.
  • Leadership experience; an understanding of principles of personnel administration, policies and procedures, and state and federal laws; and knowledge and understanding of HR compliance requirements (e.g., FLSA, ADA, EEO, etc.).
  • Expert use of MS Office applications, including a demonstrated experience gathering and analyzing data to develop reports for use in management decision making.
  • Specialized and operational knowledge working in a weapons program.

Additional Qualifications at the J01.3 level

  • Supervisory experience with leadership and teambuilding skills to effectively build, lead, and manage an effective administrative, business, and operations team.
  • Broad experience working in a weapons program.

Desired Qualifications

  • Effective interpersonal, verbal, and written communication skills necessary to interact tactfully and effectively with all levels of personnel, internal and external to the Laboratory, and to explain, negotiate, persuade, and lead staff and management through conflict resolution to obtain consent and action on complex matters, achieving desirable outcomes.
  • Experience applying knowledge of LLNL/DOE requirements, guidance, orders and regulations governing multiple areas within a security discipline for participation in the development and implementation of security policies and procedures.
  • Knowledge of and experience applying personnel policy and procedures and demonstrated ability to apply this knowledge and understanding in a wide array of situations dealing with staff.
  • Demonstrated experience implementing plans to promote and value diversity, equity, and inclusion principles in the workplace.

Additional Desired Qualifications at the J01.3 level

  • Experience conducting self-assessments and interpreting audit requirements for multiple areas within a security discipline.
  • Complete knowledge, understanding, and experience applying LLNL/DOE practices, policies, and security principles, advanced regulatory requirements, techniques, standards, processes, concepts, practices, and systems for multiple areas within a security discipline.
