Description:

The Project Manager plays a crucial role within Lee County Utilities, overseeing various projects. Their responsibilities span the entire project lifecycle, from design plan reviews to construction management. Additionally, they contribute to in-house main replacements, research upcoming legislation and technologies, and handle regulatory reporting.

Key Duties:

  • Capital Improvement Projects (CIP) Management: The Project Manager leads CIPs, ensuring successful execution. This involves coordinating design reviews, obtaining permits, procuring services, and managing construction activities.
  • Maintenance and Research: Beyond CIPs, they assist with in-house main replacements and major maintenance projects. They also stay informed about emerging legislation and technological advancements.
  • Expertise Required:
  • Project Management: The ideal candidate possesses strong project management skills.
  • Engineering Design Principles: Familiarity with engineering design principles is essential.
  • Water and Wastewater Treatment: Knowledge of water and wastewater treatment processes.
  • Distribution and Collection Systems: Understanding of distribution and collection systems.
  • Municipal Permitting:Experience with municipal permitting processes
  • Procurement Methods: Familiarity with common procurement methods.

Independence and Reporting: The Project Manager operates independently, with limited supervision from a professional engineer or administrative supervisor. They report major activities through periodic meetings and written reports.

Duties and Responsibilities

  • Lead Capital Improvement Projects: You’ll manage crucial projects from inception to completion, ensuring they meet our high standards and benefit our community.
  • Collaborate with Agencies: Work hand-in-hand with local, state, and federal agencies to align our projects with broader initiatives.
  • Shape Project Designs: Develop project scopes and coordinate with engineering consultants to bring innovative solutions to life.
  • Ensure Quality: Oversee contractors and inspect completed projects to guarantee compliance with our rigorous County standards.
  • Contribute to Regulatory Excellence: Prepare and submit essential reports and studies that help maintain our commitment to environmental stewardship.
  • Analyze and Optimize: Utilize cutting-edge modeling software to perform hydraulic analyses, ensuring our systems operate efficiently.

Education, Experience, Licensing

Minimum Requirements:

  • Education and Experience: A bachelor’s degree in engineering, planning, construction, or a closely related field, or an equivalent combination of education and experience.
  • Professional Experience: Two years of professional-related experience in project/construction management, engineering, public works, or a closely related field.
  • Driver’s License: Possession of a valid driver’s license and an acceptable driving record is required.

Preferred Qualifications:

  • Engineering Intern License: Possession of an Engineering Intern License issued by the State of Florida is preferred.
  • Project Management Certification: Possession of a Project Management Professional (PMP) certification is preferred.
  • Professional Experience: Ideally, five years of professional experience working in engineering, construction, hydrogeology, public works, or a related field.

Supplemental Information

Preferred Qualifications:

  • Experience with capital improvement projects related to water and wastewater systems.
  • Familiarity with contemporary engineering principles and practices for the planning, design, and construction of water, wastewater, and reclaimed treatment facilities and infrastructure.

Skills and Abilities:

  • Proficiency in reviewing, preparing, and interpreting engineering plans, drawings, and specifications.
  • Knowledge of inspection procedures and testing materials used in utility systems and treatment plants.
  • Strong customer service skills.
  • Excellent communication skills, both verbal and written.
  • Proficiency in Microsoft Word, Excel, and Outlook.
  • Ability to conduct field inspections.

Desirable Experience:

  • Familiarity with utility modeling software, project scheduling software, ArcGIS, and AutoCAD is a plus.

Work Schedule:

  • The work schedule for this position is Monday through Friday, from 8:00 am to 5:00 pm.
