R-00137371 Description Leidos Health & Civil Sector is seeking a highly motivated and experienced SCRUM Master to join our team. This position directly supports programs which provide a broad array of information, resources, referrals, mental health coaching and specialized support for military members and their families worldwide. These programs are directly responsible for supporting military community quality of life issues. **This job posting is in anticipation of future work** The SCRUM Master uses the Scaled Agile Framework (SAFe) methodology to support a large, complex, fast-paced technical program. Follows DEVSECOPS best practices and employs robust development, test, and production environments for program execution. Provides system engineering, development, test, integration, and operational support, and focused on injecting new technology and adding advanced capabilities while continuing to support an on-going mission and operational system. Responsible for facilitating self-organizing team(s) to ensure the team is making progress against Program Increment commitments and helps team members communicate, coordinate, and cooperate. Supports and enforces Scrum process and other rules. Ensures that the team has a clear understanding of Definition of Done and how to meet it. Coordinates with other teams on the Agile Release Train (ART) and communicates status to management. Works with the Product Owner(s) to review and prioritize features and develop User Stories to meet the Feature acceptance criteria. Leads and facilitates SAFe ceremonies to include sprint planning, sprint review, demos, sprint retro, and PI planning. Maintains and generates information radiators for the teams. Collects and shares team metrics with the team, determines when new metrics are needed, and develops improvements in metrics. Guides teams on agile and scrum principles with a goal of continuous improvement. Observes team dynamics, recognizes strengths and weaknesses of individual team member's contributions, and coaches the team as a whole driving improvement in productivity. Creates a fun sharing and learning environment, experimenting with various ideas to improve delivery including pair-programming and cross-functional training. Leads teams towards agile maturity. This position is a remote position and requires a quiet, private, confidential space to work from as well as having access to your own reliable high-speed internet hard wired to your home or apartment (coax or fiber from the Internet Service Provider (ISP) to your home. Using a hot spot from a mobile device (tethering) or wireless ISP is not acceptable. Works with Product Owner(s) to review and prioritize features and develop User Stories to meet the Feature acceptance criteria. * Collects and shares team metrics with the team, determines when new metrics are needed, and develops improvements in metrics. * Coaches’ teams on agile and scrum principles with a goal of continuous improvement; observes team dynamics, recognizes strengths and weaknesses of individual team member's contributions, and coaches the team as a whole driving improvement in productivity. * Creates a fun sharing and learning environment, experimenting with various ideas to improve delivery including pair-programming and cross-functional training. * Monitors and manages the progress of development and maintenance activities for projects supporting the program's Restricted Web Presence, development environment and EAP portals. * Tracks the work using Agile techniques using Kanban, JIRA, Confluence and other Agile tools and methods to effectively deliver and sustain the environment. * Reports to the Senior Developer within the Sys Dev Branch and participates in the Configuration Management Board (CMB) and other governance boards supporting the program. * Works with the cybersecurity team to drive delivery and sustainment of a secure product. * Supports the ATO process through integration and implementation of applicable 800-53 security controls and remediation/mitigations. Basic Qualifications: * Bachelor’s degree from an accredited college or university and at least eight (8) years of relevant and related work experience. * Certified Agile Professional/Certified Scrum Master (CSM)/Professional Scrum Master level II or better or similar Agile project management certification (PMI-ACP) required. * Strong understanding of PII/PMI protections requirements, the RMF process and importance of secure development within a DevSecOps framework. * Experience in working as a Scrum Master or Team Lead for a systems engineering, I.T. Support, or network engineering team; minimum 5 years experience leading multiple software/development projects as SCRUM Master. * Experience using agile project management tools (e.g., Jira, VersionOne, Confluence). * Excellent written, verbal, and interpersonal communication skills, and time management skills are a must. * Ability to obtain and/or maintain and Active Secret Security Clearance.
