Summary
This position is located in the Digital Services Directorate (DSD), Discovery and Preservation Services (DPS), Library Collections and Services Group (LCSG) Library of Congress (Library) and may be used in any area of DSD.
The position description number for this position is 431536.
The incumbent for this position will work a full-time, flextime, compflex, or maxiflex schedule.
This is a non-supervisory, bargaining unit position.

Duties
Provides routine and recurring support for budget and financial management functions for DSD. As assigned, utilizes relevant systems and DSD procedures to enter and maintain data, track expenditures, and produce reports. May review financial transactions and requests for expenditures and identify issues or discrepancies. Coordinates work with LCSG's Financial Management Directorate (FMD) in budget and financial support.
Performs projects or tasks in assembling data and information for reports in varying administrative functions and processes, in response to LCSG data calls, requests by DSD management or other Library reporting requirements. Verifies data and may develop methods of presentation where needed.
Provides routine human resources administrative support in areas, including, but not limited to, classification and position management; performance management and awards; telework, staffing and recruitment; leave administration; training and development; and, system utilization, maintenance and reporting. Prepares documents for human resources actions. Advises management on relevant policies and procedures, timelines, decision points and workflow. Tracks the status of personnel actions, identifying issues and advising supervisor. Works with the Employee Resources Management and Planning Division (ERMP), FMD, and, as needed, the Human Capital Directorate to process actions, provide information, coordinate work and handle confidential issues.
Drafts documents or assembles information for procurement or contract actions; documents include, but are not limited to, statements of work, sole source justifications, or cost analyses. Provides information to vendors and contractors asappropriate.
The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.
Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of budget, financial, contracting and/or procurement administrative practices and procedures.**

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
