SUMMARY OF RESPONSIBILITIES:

Oversees the daily operations of a diverse range of community-based services for individuals with behavioral health disorders, ensuring the delivery of high-quality, evidence-based care. These programs encompass school-based services like Student Assistance Programs and Family Life Intervention, as well as adult-focused services such as Family Intervention, Living Skills, and HIV support. Leads a team of clinical and administrative staff, develops and implements strategic initiatives to enhance program performance, and collaborates with other department heads to improve the overall functioning of the organization.

MINIMUM QUALIFICATIONS:

Master's degree in a relevant field such as business or healthcare administration, public health, social work, psychology, or counseling with at least five years of experience in healthcare or behavioral health management. Licensure as Mental Health Counselor (LMHC), Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT), with the appropriate experience to be a qualified supervisor preferred. Experience with electronic health records; ability to use multiple computer programs including Microsoft Word, Excel, and PowerPoint.

ESSENTIAL DUTIES/RESPONSIBILITES:

  • Prepares and submits comprehensive reports on block grant funding, ensuring compliance with federal and state regulations, accurately detailing the allocation, utilization, and impact of funds on community-based services, and providing data-driven insights to support continued funding and program development.
  • Ensures strict adherence to federal and state mandates by consistently monitoring and updating operational practices, conducting regular compliance audits, and maintaining thorough documentation. This includes implementing necessary changes to meet regulatory requirements, training staff on compliance protocols, and promptly addressing any identified issues to uphold the highest standards of service and accountability.
  • Responsible for the overall design, development and implementation and management of assigned programs with a focus on clinical excellence, financial performance, and business development.
  • Communicates performance standards and expectations to all staff under his/her direct supervision. Solicits input and discussion from all staff regarding program operations as well as specific job responsibilities. Encourages independent and team initiatives.
  • Develop and implement strategic initiatives to improve program performance, including quality improvement projects, staff development programs, and process improvement initiatives.
  • Provides oversight and direction to Program Directors/Program Supervisors/Administrative Assistant regarding management of resources within each service component or administrative department to meet all contractual obligations, maximize revenues, minimize expenses.
  • Conduct quality assurance and auditing of program documentation for accuracy and billing purposes (to include checking progress, group notes, verifying attendance, and clinical documentation).
  • Manage the financial performance of assigned community-based programs, including developing and managing budgets, and monitoring financial performance to ensure the sustainability of the programs.
  • Monitors available internal reports monthly, implements changes as appropriate to meet annual goals. Prepares written proposals, Board Reports, operational plans, and program descriptions, as requested.
  • Keeps Chief Operating Officer informed of all departmental issues which may influence operational budget, accreditation status, licensure, monitoring/site visits, required outcomes, staffing patterns, program development, risk management, and performance improvement initiatives.
  • Participates in management team meetings, strategic planning retreats, and committee meetings as required.
  • Develops and maintains professional working relationships with all internal and external stakeholders (fellow employees, clients, family members, funding entities, referral sources, etc.) Promotes interdepartmental cooperation and communication.
  • Ensure compliance with all regulatory and accreditation requirements, including maintaining accreditation with relevant accrediting bodies.
  • Develop and maintain relationships with key stakeholders, including clients, community partners, and funders.
  • Ensure that all staff members adhere to ethical and professional standards, including maintaining client confidentiality and upholding the organization's mission and values.
