Lincoln Trail Area Development Distirct is Hiring a Finance Manager Near Elizabethtown, KY

Finance Manager

Position Overview:

This position is a part of the Workforce Team and is under the administrative direction of the Executive Director, the Lincoln Trail Development Association (LEO Consortium) and the Lincoln Trail Workforce Development Board in providing strategic leadership, guidance and technical expertise in region-wide workforce development. This position emphasizes development and implementation of workforce programs, sustains community involvement at the federal, state and local level, and ensures programmatic and fiscal compliance with all applicable legislation, regulations and policies. This position plays a key role in programs/projects implemented and administered by the Workforce Team.

This position is responsible for maintaining an effective financial management system for workforce programs by ensuring compliance with all applicable federal, state and local laws, regulations and polices and generally accepted accounting principles (GAAP). This position is also responsible for assuming a primary role as lead financial staff for workforce programs as assigned by the Executive Director and Workforce Director.

Duties & Responsibilities

  • Manages the workforce financial records and accounts.
  • Oversee all workforce accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements.
  • Maintain internal control and safeguards for receipt of revenue, costs, program budgets and actual expenditures.
  • Coordinator all workforce related audit activity.
  • Consistently analyze financial data and present/submit financial reports in an accurate and timely manner.
  • Assist the ADD’s leadership and fiscal department in annual budgeting and planning.
  • Administer and review all financial plans and compare actual results with a view to identify, explain and/or correct variances as appropriate.
  • Oversee all workforce financial, program and grants accounting.
  • Ensure that expenditures are consistently aligned with grant and program budget throughout the grant period.
  • Monitors and analyzes revenue and expenditures.
  • Prepares monthly, quarterly and annual reports as required by leadership, board, and funding sources.
  • Maintain memorandums of understandings/agreements, contracts, vendors agreements, financial files, client budgets, infrastructure funding agreements/cost allocation plans for the Workforce Department.
  • Maintain and enter workforce inventory, and fixed assets for workforce programs.
  • Maintain and regularly update financial operations guidance manual.
  • Serve as lead board staff to the workforce development board’s funding committee.
  • Responsible for training other fiscal staff to ensure fiscal operational continuity and integrity in the event of extended absences.
  • Perform other tasks as assigned by the Executive Director or Workforce Director
  • Assist the Workforce Director as requested in all financial and administrative functions.
  • Performs other duties as assigned.

Education & Experience:

  • Required: Bachelor's degree in accounting, business administration or finance with 1 year of experience.
  • Preferred: CPA or Master’s degree in Public Accountancy, Public Administration, Business Administration or Finance. This may be considered in lieu of 1 year of experience requirement.

General Qualifications:

  • Must possess demonstrated knowledge of generally accepted accounting principles, payroll and related taxes, computerized accounting systems, grant management and administration.
  • Must possess ability and desire to translate complex financial concepts to individuals at all levels.
  • Must possess demonstrated computer skills in spreadsheet programs, word processing programs and flexibility and willingness to learn other programs as necessary in the effective performance of duties.
  • Must possess a valid Kentucky Real ID Driver’s License.
  • Must possess excellent written and verbal skills.
