Description

Responsible for planning, scheduling, designing, technical review, contract administration, and inspection of collection system improvements, both Developer-Funded and Engineering projects. This position serves as the direct liaison between company and developers as well as consultants, other agencies, and the public as needed. This position oversees standard specifications, developer-funded projects, capital construction projects, and the Sewer Service Line Replacement Program (SSLRP), Fats, Oil and Grease (FOG) as well as operation of the Permits Desk and service line inspections programs.
Examples of Duties

PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
  • Manages all phases of developer-funded and capital construction projects.
  • Manages survey, design and construction administration services for improvements and extensions generated by in-house personnel.
  • Provides engineering technical support to any or all departments as required.
  • Performs direct interaction with the public, developers, contractors, consultants, other state and local agencies, and other utilities.
  • Reviews technical aspects of engineering plans and specifications for developer-funded and capital construction projects.
  • Oversees the Sewer Service Line Replacement Program, the FOG Program, the Permits Desk, and service line inspection through the SSLRP/FOG Administrator.
  • Calculates, assesses, and collects plan review fees and capacity fees related to developer-funded projects.
  • Prepare and present recommendations to commission.
  • Assists in the formation and administration of utility policies used to protect the interests of the utility.
  • Establish and maintain effective teamwork working relationships with fellow employees, customers, and the general public.
  • Performs other duties as assigned.
  • Follows established work procedures and practices.
  • Follows safety practices and guidelines.
  • Undertakes any reasonable request within capabilities that is for the good of the community and the utility.
Typical Qualifications

QUALIFICATIONS & SKILLS:
Required:
  • B.S. degree in civil or environmental-related engineering.
  • Must be registered as Professional Engineer.
  • Minimum of 7 years' experience in design and construction of municipal water/wastewater improvements.
  • 3 years supervisory experience.
  • Ability to supervise, communicate, motivate, and lead project team members.
  • Ability to work with consultants and staff on capital improvement plans and facility upgrades while observing regulatory requirements.
  • Ability to schedule tasks from various other departments as required to meet deadlines.
  • Ability to communicate effective both orally and in writing with government agencies, consulting engineers, contractors, and the general public.
  • Ability to prepare clear, concise reports.
  • Ability to make presentations to staff, regulatory agencies, city officials, and the public as required.
  • Ability to document programs and procedures.
  • Ability to schedule projects and meet deadlines.
  • Ability to proofread and edit.
  • Ability to read maps and construction plans.
  • Ability to obtain and maintain Arkansas driver's license.
Preferred:
Construction administration experience desirable.

TOTAL POSITIONS SUPERVISED:
  • Direct supervision of three (3) employees - One Project Engineer, one Project Administrator, and one Program Administrator.
  • Indirect supervision of 11 employees.
  • Total of 14 personnel within the section.
