Los Alamos National Laboratory is Hiring a Project Specialist 3 (Commissioning Specialist) Near Los Alamos, NM

What You Will Do

Los Alamos National Laboratory is a multidisciplinary research institution engaged in science and engineering on behalf of national security. The Startup and Commissioning Group provides Commissioning and Turnover services to this senior laboratory in the DOE system, our campus spans 40 square miles and has over 900 individual facilities. This position provides an ever changing daily routine with a mix of site wide field work and office work. Your projects will represent a broad range of scope, from simple HVAC and I&C upgrades to new research laboratories and infrastructure installations. With an increased effort in revitalization of existing facilities and new construction your skills will be utilized to ensure that our facilities are operational and ready for use supporting Los Alamos National Laboratory's mission to solve national security challenges through simultaneous excellence.

Job Duties
LANL Commissioning Specialist plans and conducts startup activities on projects at the Los Alamos National Laboratory (LANL). Requires judgment in the evaluation, selection, application, and adaptation of standard startup techniques, guidelines, and criteria. Devises new approaches to startup, maintenance, operation, or testing. Services include pre-commissioning, commissioning, startup testing, and initial operation to confirm that the facility and/or systems are capable of meeting specifications and design intent. Ensures commissioning activities are conducted in a safe and efficient manner within schedule and budget.
  • Monitors assigned project startup and operations which may include review of design for operability, preparation of procedures, and coordination with construction during field check out and pre-commissioning and testing and execution of the startup in the field.
  • Coordinates startup between project engineering, construction, project operations personnel, subcontractors, and vendors.
  • Prepares the preparation and execution of startup documentation. Includes but is not limited to Commissioning Plan, Pre-commissioning Checklist, Functional Test Procedures, and Final Commissioning and Test Summary Reporting.
  • Executes field Commissioning activities. To include but not limited to conduct of procedures as test director, perform system measurements and component/system functional testing.
  • Ensures that work being performed is within scope of services and within budget.
  • Provides input to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure operability and operating personnel safety.
  • Ensures quality work by defining project startup objectives and ensure that proper startup work plans, guidelines, and procedures are established.
Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Responsibility for worker safety on the project enforcing a Zero Accident philosophy.
What You Need

Minimum Job Requirements:
  • Familiarity with project management, project controls, and construction activities with the ability to become proficient and assist the Integrated Project Team (IPT).
  • Knowledge of project management tools and techniques relating to construction project activities.
  • Technical comprehension of engineering, procurement, and construction techniques including their interfaces and interdependencies.
  • Ability to develop, document, articulate and present project scope, execution plans, budget and overall schedule to support IPT.
  • Ability to independently research, assemble and analyze information or technical data related to assigned area.
  • Technical knowledge of startup, operation, maintenance, or testing of mechanical, electrical, and/or Instrumentation and Controls systems.
  • Knowledge of industry or regulatory standards and design criteria pertinent to equipment operation.
  • Ability to provide safety leadership, accident prevention, and implementing a Zero Accidents philosophy.
  • Knowledge of engineered systems and applications of startup, commissioning, and equipment and systems operations, possesses skills to contribute to the development of technical objectives and principles to achieve goals in creative and effective ways.
  • Knowledge of industry and regulatory standards and facility operations criteria pertinent to startup, commissioning, and design activities.
  • Knowledge of construction management policies, practices, and procedures.
  • Technical knowledge in an applicable field engineering discipline, including knowledge of building codes, engineering standards, and construction technologies.
  • Experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions in execution of equipment/system startup and commissioning, project management, construction management and design, in practice and/or administration.
  • Skill to conceptualize major elements of construction management programs and/or policies.
  • Demonstrated Skill in the preparation and presentation of oral and written plans, procedures, and reports.
  • Skill in oral, written, and interpersonal communication skills.
  • Skill in applying team building concepts.
Education/Experience:

Position requires five or more years of project management, commissioning, construction and/or engineering support experience, or an equivalent combination of education and experience specializing in project management, commissioning, construction and/or engineering support.

Desired Qualifications:
  • Experience with Building Automation and Data Acquisition Systems (BAS).
  • Familiarity with LEED principles and guidelines.
  • Familiarity with DOE HPSB Guiding principles.
Work Location: The work location for this position is onsite and located in Los Alamos, NM USA. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

While the posted salary range for this position is broad, it is unusual for selected applicants to be hired at the top end of the range and more common for selected candidates to grow into the full salary band. Offered salary will be determined based on experience of qualified candidate.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
