Job Summary

The Loudoun County Area Agency on Aging (AAA) is seeking a coordinator for the Virginia Insurance Counseling and Assistance Program (VICAP), a federally funded and mandated Medicare Counseling Program.

This program is part of a national network that offers free, unbiased, confidential counseling and assistance to Medicare beneficiaries.

Under the direction of the Elder Resources Program Manager, the VICAP Coordinator is responsible for providing Medicare counseling and assistance on how to navigate Medicare and related health insurance programs to older adults and caregivers;

educating the community on health insurance options though seminars and workshops; recruiting, training, and managing volunteers on Medicare and other insurance programs.

This position supervises two staff (one full-time and one part-time) and is responsible for managing the Senior Medicare patrol grant and state funds for Medicare counseling.

Responsibilities include :

  • Offer individualized support to guide individuals through Medicare and associated health insurance programs.
  • Educate Medicare beneficiaries on Medicare enrollment, coverage, Medicare Part D, Medigap insurance, Medicare Advantage Plans, and Medicare Financial Assistance programs.
  • Provide support to individuals in navigating the process of Medicare enrollment, as well as assisting them with claim filing, appeals, and denials.
  • Assist residents with understanding the Medicare drug prescription program and provide counseling to assist residents in making informed decisions.
  • Recruit, train, and manage volunteers to provide information on Medicare and related health insurance programs.
  • Collaborate with other County departments such as Family Services and Mental Health, Social Security office staff, and others who have regular contact with Medicare beneficiaries.
  • Educate the community about VICAP, Medicare and other related health insurance programs through trainings, outreach, and volunteer opportunities.
  • Manage the Senior Medicare Patrol program.
  • Represent the Loudoun VICAP program at outreach events.
  • Document and report activities and completes reports as required by Virginia Department of Aging & Rehabilitative Services.
  • Maintain updated knowledge of Medicare, Medicaid, and other related health insurance programs.
  • Monitor performance measures to identify potential opportunities to improve performance and enhance service delivery;
  • Attend required State Health Insurance Program (SHIP) trainings and conferences.
  • Act as a liaison between SHIP director and program staff & volunteers
  • Ensure data entry standards through auditing, cleanup, and reporting of program;
  • Enter monthly data in the Statewide Aging Monthly Report (AMR) and Peer Place database system;
  • Comply with the SHIP Tracking and Reporting Systems (STARS) standards by submitting data reports into the system within the required time; and
  • Enter monthly data in the Statewide Aging Monthly Report (AMR) and Peer Place database system;
  • Build and maintain processes to track data and troubleshoot errors;
  • Work with the Elder Resources Program Manager to evaluate, design and develop performance measures, and other key performance indicators;
  • Monitor performance measures to identify potential opportunities to improve performance and enhance service delivery;
  • Manage and adhere to program budget.
  • Receive referrals from other departments and agencies that may be of an urgent or complex nature that may require telephone contact or in-person meetings with clients and / or family members.

Receives walk-in, telephone, and appointment requests.

Other related duties as assigned.

Minimum Qualifications

Any combination of education and experience equivalent to an associate degree in a related field and two years of relevant work experience.

PREFERRED QUALIFICATIONS :

  • A Bachelor's degree in Gerontology, Social Work, Public Health, or Public Administration with an emphasis and proven experience in human services or social services.
  • Experience providing outreach, counseling, advocacy, crisis intervention, and understanding the barriers and needs of individuals and families.
  • Experience in a supervisory role.
  • Experience in delivering Medicare / Medicaid, and / or long-term insurance counseling or support services to individuals aged 60 and above.
  • Experience providing information and referral services, Alliance of Information and Referral Systems (AIRS) Certification highly desirable;
  • Experience managing volunteer programs.
  • Proficient in using the state required No Wrong Door Peer Place System and / or Federal SHIP Tracking and Reporting System (STARS).
  • Knowledge of Medicare, Medicare, Medicaid, VICAP, Health Insurance Counseling, and / or State Health Insurance programs;

and / or possessing a certification as a Medicare Counselor.

Job Contingencies and Special Requirements

  • Pass DMV, criminal and credit background checks.
  • Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).
  • Complete department and state required training as necessary.
  • Must be cleared through the Bureau of Insurance upon hire and certified as a Medicare Counselor within 60 days of hire.
