Louisville Water Company is Hiring a Director - Production Operations Near Louisville, KY

SUMMARY

Responsible for directing the operations and maintenance organizations for the Company’s two water treatment facilities producing an average of 130 million gallons of water per day, containing all the property, equipment, machinery, and other infrastructure (greater than $100 million) necessary to serve a population of over 850,000. Responsibilities include:

  • Direct the operation and maintenance of water treatment and delivery personnel, equipment, and facilities to ensure efficient and reliable water production and supply.
  • Direct the Process and Production Engineering Dept. in the design and construction of new equipment.
  • Ensure compliance with all current and future U.S. EPA regulations. This department is also responsible for technical support concerning water treatment.
  • Manages the IT SCADA infrastructure for all plant operations.

Provide a safe and productive work environment for employees to ensure OSHA regulatory compliance, as well as employee health and well-being. Ensure all compliance requirements are followed and maintained per local, state, and federal regulations.

ESSENTIAL JOB FUNCTIONS

Plan and direct the activities of four business departments: Plant Operations, Process and Production Engineering, Plant Maintenance, and the SCADA technology systems to ensure reliable water supply to LWC customers that meets all U.S. EPA and Kentucky Division of Water regulatory requirements, as well as internally established goals that typical exceed regulatory requirements.

Develop, execute, and manage the system’s multi-million Operations, Maintenance, Plant Process Engineering, and IT budget. The budget includes engineering, raw materials, labor, utility, and capital improvement expenses.

Ensure all Occupational Safety and Health Administration (OSHA) requirements and U.S. EPA Regulatory requirements are met for full and part-time employees operating two water treatment plants producing an average of 130 million gallons per day and which is delivered through a system of over 4200 miles of distribution and transmission system piping, with over 50 distribution pumping stations and over 30 storage tanks in a three-county area.

Provide insight and direction concerning the water treatment facilities Capital Improvement Plan; ensures on-going capital construction is meticulously coordinated and does not adversely impact plant production and regulatory requirements; implements new treatment technologies required by regulatory agencies and manages the departments that optimize treatment processes to produce high quality water at budgeted costs.

Ensure the requirements for the American Water Works Association Partnership for Safe Drinking Water are met at each treatment facility. The Partnership for Safe Drinking Water is a standard that exceeds current U.S. EPA regulations concerning the quality of drinking water.

Respond to water quality and water supply emergencies.

Address questions, resolve issues and develop relationships with outside governmental entities (e.g., U.S. Environmental Protection Agency, Kentucky Division of Water, Department of Health, etc.), private agencies/developers, and individual customers to champion the Company’s overall quality objectives.

Serve as the company’s liaison to maintain a healthy working relationship with the Kentucky Division of Water, the U.S. Environmental Protection Agency, the American Water Works Association’s Water Research Foundation, and other research entities such as universities to promote the Company’s interests.

Keep abreast of new developments in drinking water research to comply with both current and future regulations.

Develop, execute, and monitor the Division’s operating plan in accordance with the Company strategic plan. Ensure employee’s goals are aligned with the Divisions operating plan and are tracked throughout the year so that the overall operating goals are achieved.

Participate in developing the Company’s annual operating plan and ensure each Department within the Division supports the goals of that plan.

Develop and promote a cohesive and productive work system through effective communications and consistent implementation of policies and procedures.

Ensure the system continuously identifies customer needs and requirements and develops work processes that effectively meet those needs.

Identify, develop, maintain, and communicate measures of work and staff performance and assure system operates as designed.

Be accountable for the system’s performance in accomplishing operational objectives, meeting budget, and maintaining an elevated level of customer satisfaction for both internal and external customers.

Identify and manage linkages throughout the Company and provide support to assure the success of LWC.

Provide leadership to ensure continuous improvements are made within each Department.

Coach, counsel, implement discipline and evaluate personnel operating within the Division to ensure that they are fully trained, competent, and empowered.

Develop and implement OSHA Process Safety Management at two production facilities.

Ensure multiple bid specifications for the organization including raw materials, contract employees and the facilities digital control system (SCADA) are developed and properly implemented.

Accountable for multiple on-site contractors performing maintenance activities, IT software implementation and laboratory calibrations.

Ensure all Division employees adhere to the Union contract between Louisville Water Company and the Local Union 1683 of the American Federation of State, County and Municipal Employees, AFL-CIO.

Engage in continuous career development.

SUPERVISORY RESPONSIBILITIES

This position manages; non-exempt, exempt, supervisor, and manager employees and is also responsible for the performance management of employees within the department.

WORKING CONDITIONS

Generally, works a 40-hour week within office environments, treatment plants, and field settings, with travel between worksites. Office work is mostly sedentary using a computer. Treatment plants and field settings may involve hazardous materials and equipment. Subject to emergency call out and is considered essential during inclement weather/emergency situations. Significant walking including steps, ladders, and in field terrain and occasional lifting of up to 40 lbs. is required.

MINIMUM QUALIFICATIONS

Bachelor’s Degree, preferably in Engineering (mechanical, electrical, chemical, etc.) or closely related technical discipline; and

Ten (10) years of experience with municipal water/sewer systems or experience in a chemical/industrial plant operations or maintenance organization; and

Seven (7) years management experience with direct responsibility/accountability for the work of others, preferably in the utility industry; and

Professional Engineer (PE) license (State of Kentucky)

Kentucky Class IV-A plant operator’s license or ability to obtain within 18 months of placement in position; and a valid driver’s license.
