OVERVIEW: To provide administrative office support to the Police Department of the Lower Elwha Klallam Tribe and supervise support personnel.

ESSENTIAL FUNCTIONS OF JOB:

Supervisory Duties:

  • Supervise Receptionist and TAP Coordinator.
  • Provide administrative support to include telephone coverage, copier projects, mail handling and necessary communications internally and externally;

Office Duties

  • Attend and complete all training necessary and required to perform work duties.
  • Create and type correspondence for the Chief of Police to include word processing/typing letters, memos, forms, policies and procedures (includes handling of confidential documents and information);
  • Monitor and track all incoming mail and assignments that the Chief of Police or designee must meet;
  • Type and distribute all plans and reports to all involved parties;
  • Maintain the master copy of the Law and Order policies and procedures, manuals, codes and resolutions and insure all copies and updates;
  • Maintain employee records and database;
  • Responsible for keeping projects on track and completing key program tasks in a timely manner;
  • Coordinate collection, entry and analysis of data;
  • Prepare technical and financial reports to maintain various databases, records and files;
  • Maintain annual financial accounts for proper budgeting;
  • Maintain all Department budgets, including non-grant funds;
  • Schedule, enroll and complete all travels, check requests, purchase orders, etc.., related to officer training and department functions;
  • Complete data entry and file on all tickets, crime reports;
  • Perform other work relevant to job duties as required;

Grant Management Duties:

  • Ensure collection of necessary data in order that all grant reporting and other activities are performed in accordance with requirements of granting agency;
  • Manage tasks related to DOJ/COPS grants with monitoring, spending, grant reporting;
  • Maintain Homeland Security – Stonegarden grants, application, reports and reimbursements.

WSP ACCESS and Tribal Access Program (TAP) Duties

  • Assist TAP Coordinator to meet program goals
  • Assist with audit requirements
  • Perform TAC duties for the Tribal Access Program and WSP ACCESS
  • Point of Contact for programs
  • Responsible for processing payment for FBI fingerprint checks
  • Set up User Accounts for staff

Minimum Qualifications:

  • Must possess valid Washington State driver’s license;
  • Must be insurable
  • High school diploma or G.E.D.;
  • At least 5 years of experience working for a Tribe in the area of social services and/or police functions of which at least 3 years of experience should have included responsibilities for grant management, financial and/or administrative duties;
  • Computer knowledge and proficiency sufficient to create data bases needed for tracking of offenders and tracking other information as needed to perform job responsibilities;
  • Pass a criminal background check and FBI fingerprint check;
  • Must pass a drug test and comply with Drug Free Workplace Policy;
  • Experience in successful collaborations between tribal and other governmental and private agencies and departments.

Knowledge, Skills, Abilities Required by Position:

  • Knowledge of modern police practices and methods is preferred
  • Willingness to abide by confidentiality policies is required;
  • Ability and willingness to cooperate and collaborate with agencies from other jurisdictions as well as other LEKT agencies is required;
  • Knowledge of outside agencies for necessary referrals and data collection is preferred;
  • Knowledge of the rules and regulations of the Lower Elwha Klallam Tribal Police Department is preferred;
  • Ability to deal courteously and in a supportive fashion with offenders, victims and their families is required;
  • Ability to analyze situations quickly and objectively and to determine proper course of action is required;
  • Ability to remain calm in tense or hostile situations is required;
  • Knowledge, experience and understanding of tribal culture and traditions is preferred;
  • Ability to work fairly and effectively with tribal community and diverse population is required;
  • Maintain prompt and regular attendance;

Physical Requirements:

  • Ability to sit, stand, bend reach, climb stairs;
  • Ability to lift, push/pull objects up to 25 pounds infrequently;
  • Ability to utilize the manual dexterity to operate standard office machines such as, computers, fax machines, copiers, calculator, and telephones;

OTHER CONSIDERATIONS:

As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring, in Accordance with P.L. 93-638.
