Position Description
The Business Analyst Manager will support the Program Executive Officer Land Systems (PEO LS) and will be assigned to directly support the PEO LS Acquisition and Business Lead with regards
to coordinating efforts for the PEO members, capturing findings and recommendations, and assisting with the overall implementation of a comprehensive program management agenda. Efforts will be coordinated based upon prioritized PEO-level initiatives and will be responsible for providing general research into acquisition strategies, documents, policy development for the respective areas of interest, analysis of PEO program execution and updates to the PEO and staff. The Business Analyst Manager will be responsible for required milestone documentation reviews and coordination with key stakeholders, written plans, and briefings.
Responsibilities
  • Provide Subject Matter Expertise in acquisition management to support PEO program objectives.
  • Review and identify program areas of risk using Earned Value Management (EVM) data as applicable.
  • Conduct Integrated Master Schedule analysis to determine progress of PEO programs.
  • Conduct analysis for PEO programs to determine what Better Buying Initiatives and emerging acquisition policies can be applied to improve the program.
  • Review the annual National Defense Authorization Act (NDAA) and updated law for implications to PEO LS programs. Develop executive level synopsis of related acquisition policy and law
changes with impacts to program acquisition strategies.
  • Develop / recommend PEO acquisition policy for dissemination.
  • Evaluate and recommend on cost/benefit of initiatives and efficient use of funds, including Program Objective Memorandum (POM) support.
  • Conduct intensive analysis and evaluations of acquisition strategies submitted by PM Teams to ensure consistency with traditional and emerging Department of Defense (DoD), US Navy, USMC, and overall PEO policies and objectives.
  • Develop products that convey analytical findings to high-level personnel.
  • Schedule and coordinate all Service Requirements Review Boards (SRRB) for annual service procurement activities. Draft annual SRRB reports; collecting and reporting metrics on program service procurements across the PEO.
  • Review monthly and quarterly ASN Research, Development, and Acquisition (RDA) information system (RDAIS) program submissions, quarterly program management review materials, quarterly Brain books, and annual Selected Acquisition Reports (SARs) for accuracy and identification of areas of program risk.
  • Collect and compile information on program office small business metrics for incorporation into the annual PEO LS Small Business addendum.
  • Assist in the collection, compilation, and analysis of resource data required across the PMOs in support of annual workload Requests for Information (RFI).
  • Review Program specific acquisition and technical documentation providing recommendations in support of successful milestone decisions for all PEO LS ACAT programs.
  • Manage Program Management Review (PMR) action tracker to ensure all actions requested and documented at quarterly PMRs are tracked and adjudicated.
  • Develop, provide input, and submit for review, documentation required to meet contract obligations.
Education
  • Bachelor’s degree in Business Management and 10 years of experience
  • Additional years of experience may be used in lieu of degree
  • Experience is a leadership position preferably supporting a government program office
  • Full understanding of acquisition management and reviewing Earned Value Management (EVM) data
  • Experience developing acquisition policies and executive level synopsis
  • Must be proficient with Microsoft Office Suite including Word, Excel, Power Point, Outlook and SharePoint
