We are looking for a Senior Project Manager for a long-term contract opportunity in Austin, Texas. The Senior Project Manager will oversee specific projects, utilizing over 8 years of experience to plan, budget, and document all project aspects independently. This role involves a high degree of creativity and latitude, with certification in Project Management or Scrum Master preferred, and will support data integration efforts within the IT domain.

Responsibilities:

• Seamlessly collaborating with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on PMAS Cloud Analytics for Access & Eligibility Services Reporting initiatives.
• Developing and publishing project management documents and deliverables in alignment with Project Delivery Framework directives.
• Creating RFPs that clearly define the services and deliverables required of a single vendor to design and implement data management solutions.
• Securing matching federal funds for this initiative through the development of federally approved IAPDs.
• Overseeing the expansion of data integration with various departments.
• The Program Manager position entails managing all aspects of the project and reporting to the IT Data Analytics Support Director.
• Ensuring constant communication with the Office of Data Analytics & Reporting to function as a cohesive, partnered team with IT.
• Working seamlessly with various IT and business stakeholder areas to ensure project deliverables comply with state, federal, and other applicable agency standards.
• Establishing a strategic roadmap for projects in coordination with the vendors and all divisions and federal stakeholders.
• Conducting procurement exercises as necessary to acquire vendor services for assessments or to outsource long-term efforts.
• Establishing timelines and resource requirements for successful project execution, coordinating with key stakeholders and sponsors to obtain resource and timeline approvals.
• Creating project management deliverables is necessary for the project.
• Managing the day-to-day operations and scrums of various projects and overseeing the coordination team established for this initiative.
• Identifying risks and coordinating resolution efforts with project leadership.

You:

• 8 years of IT project management experience.
• 8 years of work experience in the information technology industry with at least 5 years of experience involvement in data management solutions (i.e., data warehouses, data lakes, etc.), data analytics/business intelligence, web-based (J2EE) development
• 8 years of excellent communication skills, both verbal and written.
• 8 years of experience in developing clear, concise project documentation
• 8 years of team management through team meetings, task assignment, mentoring, facilitation and training.
• 8 years of progress monitoring to plan through effective use of risk management practices
• 8 years of keeping leadership updated on project issues and progress.
• 8 years of expert problem resolution skills.
• 8 years of Complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC) required.
• 8 years of tracking full project budget and entering actual costs in project tracking tool
• 8 years of leading project sprints using Agile methodologies, including planning increments, backlog grooming, sprint planning, daily scrums and retrospective, and Kanban
• 6 years of prior experience in the Healthcare Industry, specifically public health preferred.
• 6 years of work experience managing multi-agency or multi-IT department initiatives preferred.
• 6 years of work experience within a Health and Human Services agency preferred.
• 5 years of emphasis on managing relationship weekly activities of TSS Sprint Teams with the State of Texas preferred.
• 5 years of effectively managing resources in a mixed functional and matrixed project environment preferred.
• 5 years of the ability to develop, document and execute project management plans, work plans and quality plans preferred.
• 5 years of being Involved in the full lifecycle from analysis and planning to development and deployment preferred.
• 5 years of experience in building and managing IT project teams with emphasis on ability to motivate individuals to excel and exceed expectations preferred.
• 3 years of experience with access & eligibility programs preferred.
