General Description
In collaboration with the Program Manager, the Employment Supervisor oversees daily operations of Employment programs under Refugee & Immigration Services, including Matching Grant and Refugee Social Services providing guidance, leadership, and support in all aspects of service provision, and ensures compliance with all grant and program requirements. In addition, this position conducts community outreach and works closely with volunteers and internal and external partners to grow partnerships and resources to support refugees as they seek to lead self-sufficient lives and integrate into their new communities. This position implements the objectives of LSS-SW and all contracting funders through staff supervision, monitoring of compliance standards, documentation, and ongoing training and advocacy. This job requires sensitivity to the program population's cultural and socioeconomic characteristics.
Essential Duties and Responsibilities include the following:

1. Conducts all activities with a commitment to the organization's mission and strategic plan; focus efforts to inspire a client-centered approach to quality service delivery and operational excellence; uphold all policies and procedures.
2. Demonstrates understanding and knowledge of refugee contractual services for the successful resettlement of refugee families into which employment services are integrated. Able to capture relevant information regarding program outcomes and promising practices.
3. Oversees the day-to-day operations of the Employment program ensuring program efficiency and quality.
4. Provides leadership and supervision to the team as they support the target population to become self-sufficient. Works with team members and/or community partners to resolve issues and ensure clients receive appropriate services.
5. Collaborates with Case Management and/Community Integration teams and other LSS- SW programs and services, as well as with Episcopal Migration Ministries and Arizona Refugee Resettlement Program.
6. Provides training to other agency staff to ensure that they understand the goals of the employment program, client eligibility, and community resource materials, thus establishing a sustainable employment program.
7. Maintains working knowledge of federal contractual compliance requirements for the program, as well as others with which coordination is critical.
8. Review match grant goals for all match grant enrollees.
9. Prepares compliance documentation, including semi-annual program reports, and assists in writing of program grant proposals.

1. Develops program budgets and manages/monitors program finances according to policy and procedures.
2. Coordinates with the Finance department on all finance policies, processes and internal controls.
3. Responds to both new and renewal requests for proposals to maintain and expand programmatic services and funding sources.

1. Responsible for the local execution and adherence to program requirements for appropriate contract/grant/program.
2. Tracks and monitors performance measures, outputs, and expected outcomes; ensures all program goals are met.
3. Reviews record-keeping, data-entry, and case notes for compliance on a monthly basis; conducts quarterly file reviews and addresses identified issues and concerns. Prevents compliance issues through consistent monitoring, follow-up training, and staff performance reviews and coaching.
4. Oversees contract/grant reporting for each program; ensures reporting and other requests for information are submitted on time, complete, and of high quality.

1. Recruits, hires, and trains staff; ensures that all staff are properly on-boarded and welcomed to include comprehensive training and orientation for position.
2. Creates a positive, safe, and productive work environment; ensures staff time is managed in-line with job description and duties; coordinates time off requests, activity scheduling, and ensures staff are working within assigned hours and budgetary limitations.
3. Monitors expense reports and time sheets for staff, ensuring they are received in the Finance Department on a timely basis.
4. Ensures completion of HR reporting, performance reviews, and other paperwork on a timely basis.
5. Maintains open and direct communications with staff; ensures staff issues and concerns are properly and promptly resolved; cultivate staff for professional development, retention, and personal growth.

Supervisory Responsibilities: Manages and supervises Employment Specialists, Coordinators, interns, and volunteers as may be necessary to accomplish program objectives. Responsible for supervision, coordination, and evaluation of staff. Carries out supervisory responsibilities in accordance with organization's policies and procedures and under the direction of the Program Manager. Responsibilities include; interviewing, hiring and training staff; planning, assigning and directing work; appraising performance, addressing complaints, and resolving problems to the best of their ability.
Qualifications Requirements: To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. Education and/or Experience, Ability
  • Bachelor's Degree or equivalent combination of relevant education and/or experience in working in a developing country, in a humanitarian context or with vulnerable populations required. Social work degree, medical and/or public health background
  • One-year supervisory experience is required; two years in preferred.
  • Previous employment and workforce development experience strongly
  • Must be familiar with the Health Insurance Portability and Accountability Act (HIPAA) Privacy, Security, and Breach Notification Rules (the HIPAA Rules) that protect individuals' identifiable health information.
  • Provide and maintain a current certification in First Aid and CPR.
  • Provide and maintain a current Level One Fingerprint Clearance Card, clear the Department of Economic Security Central Registry Background Check and a criminal background and motor vehicle screening; must maintain valid AZ Driver's License, a clear driving record and reliable transportation for the duration of employment.
