As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Engineer Manager to support the National Oceanic and Atmospheric Administration's (NOAA) National Data Buoy Center (NDBC).
This position is contingent upon contract award.Core responsibilities of the Engineer Manager will include, but are not limited to
  • Responsible for coordination and management of all aspects of NDBC Engineering (Systems/Mechanical/ Electrical/Electronic/Embedded Software) supporting the design, development, testing, and deployment of the NDBC network of data collecting buoys/systems and coastal stations.
  • Provide a broad range of operational engineering, project management, engineering design improvement and enhancement and technology refresh support for NDBC ocean observing network.
  • Manage a group of Electrical, Mechanical, and Embedded Software Engineers and Drafters
  • Support system performance monitoring and analysis of NDBC ocean observing network that includes
    • Monitoring and forecasting performance of operational and prototype systems, assemblies, equipment and components
    • Developing/maintaining processes to sustain NDBC stations/systems at required performance levels.
    • Tracking of equipment failures and conduct performance analyses on stations, sensors, and other equipment.
    • Collection of field data on failed items and determination the root causes by examination of equipment survivability, equipment firmware certification, logistics & pre-deployment testing and inspection, documentation, and workmanship
    • Implementation of procedures and tests to evaluate corrective actions, track deployed configurations, and determine station, system and equipment availability and performance.
  • Development and testing of improvements and technology refresh for NDBC buoys and station systems, sensors, equipment, and components to include
    • Identification of recommended component design changes to address technology and/or component obsolescence.
    • Support special, new, and investigative projects for NDBC ocean observing network applications.
  • Perform conceptual, feasibility, and cost-benefit studies and analyses for station, infrastructure systems and equipment improvement, enhancement, and technology refresh of buoy hulls, moorings, sensors, payloads, power systems, ocean wave measurement systems, mooring systems, payload systems, communications systems, and other equipment and systems for the NDBC ocean observing network.
  • Fabricate bench test models, breadboard models, and prototypes of new systems, sensors, and other equipment.
    • Prepare detailed technical reports, cost assessments/comparisons, and recommendations for the implementation of new equipment or systems.
    • Conduct and participate in design reviews.
  • Provide specialized engineering services, as needed on an ad hoc basis, to conduct specific analyses, design support, testing and evaluation from outside sources.
Requirements of the Engineer Manager
  • Bachelor's Degree in Systems/Mechanical/Electrical/ Electronic/Embedded Software Engineering (Master's Degree Preferred)
  • 8 years of relevant experience

As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Operations Manager to support the National Oceanic and Atmospheric Administration's (NOAA) National Data Buoy Center (NDBC).
This position is contingent upon contract award.
Core responsibilities of the Operations Manager will include, but are not limited to
  • Manage/coordinate the production, refurbishment, assembly, integration, testing, diagnosing, troubleshooting, correcting, and validating all NDBC buoys, systems, sub-systems, sensors, and components to support NDBC activities. This includes
    • Inspect, test, calibrate, and repair sensors, subassemblies, and auxiliary equipment in the lab or at-sea in remote locations
    • Perform printed circuit board test and repair
    • Prepare and package sensors and other equipment, requiring return to manufacturer/vendor or other facility for replacement, repair or calibration, or other purpose
    • Support production, refurbishment, assembly, integration, testing, diagnosing, troubleshooting, correcting, and validating all NDBC buoys, systems, sub-systems, sensors, and components to support NDBC activities
    • Execute test plans and procedures in accordance with best practices, and install government-provided hardware and electrical parts required for the operation of equipment and sensors to be tested at-sea or in remote locations
  • Manage/coordinate the at-sea, in-field and dockside activities including conducting buoy/mooring/system deployment, exchange, servicing, repairs, modifications, and recovery of all NDBC buoys/systems, installation and servicing of C-MAN stations, and the logistics planning and preparations to support the field missions. This includes
    • Field service planning and scheduling activities
    • Buoy/mooring/system deployment, exchange, servicing, repairs, modifications, and recovery of all NDBC buoys/systems and C-MAN stations
    • Coordination with vessel, logistics, port and marine services providers, including USCG, NOAA Fleet, commercial charter vessels, government and commercial port services providers, and others as necessary to successfully execute field missions
    • Secure appropriate transportation carriers and arrange for buoys and material shipments to and from the field by the most economical means to meet required delivery/operational schedules
    • Provide logistics support for the preparation (packing and staging), pickup, transfer and delivery of shipments related to field support operations
    • Arrange travel for Service Technicians
    • Provide receiving services for shipments returning to NDBC related to field service operations, including verification that all equipment and materials received are accurately accounted for and staged for further assessment, repairs, testing and/or return to NDBC inventories
    • Provide dockside and port services, as needed to support assembly/disassembly, staging, testing, and loading/unloading of buoys, moorings and equipment
    • Prepare and provide comprehensive pre- and post-trip documentation, such as field service plans, cruise plans/instructions, ship documents, trip reports, station logs, photographs and all other documentation necessary to ensure initial and follow-on mission success
  • Interface with NDBC Government Operations Branch Chief in order to consistently provide desired mission outcomes
  • Refine standard policy and procedural mission approaches as related to the NDBC contract in order to maintain a safe and efficient work environment for all
Requirements of the Operations Manager
  • Bachelor's Degree in a Technical/Operations related field with 8 years experience -OR- at least 12 total years experience in a related field
