As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Mission Control Center (MCC) Data/Science Manager to support the National Oceanic and Atmospheric Administration's (NOAA) National Data Buoy Center (NDBC).

This position is contingent upon contract award.

Responsibilities

Core responsibilities of the Mission Control Center Data/Science Manager will include, but are not limited to:

  • Manage and coordinate uninterrupted 24x7x365 delivery of high quality environmental data from the NDBC ocean observing networks and from NDBC's other observing partners, to the operational and archival elements of NOAA for atmospheric, oceanographic and geophysical products, services, forecasting and warning, as well as to the general public. This includes:

    • 24x7x365 monitoring of the critical data flow and real-time automated quality control systems for all observations transmitted from NDBC's observing platforms, as well as those from NDBC's observing partner stations to ensure real-time delivery of marine observations to the Global Telecommunication System (GTS) and to the NDBC website;

    • Take action to prevent the dissemination of erroneous data to the GTS and the NDBC website.

    • Support configuration management of NDBC data collection platforms, including accurate documentation of equipment, sensors and systems metadata to ensure proper processing and display of real-time observations and subsequent archiving.

    • Support archiving of NDBC observations transmitted in real time as well as any data logged on the buoys and/or sensors

    • Support the ongoing maintenance and continued development of observation processing and automated data quality control routines for the real-time processing and monitoring of data, and for the observations collected and stored on buoys and/or sensors that were not transmitted in real time.

    • Use and development of automated quality control processes and real-time data quality control and distribution including prevention of dissemination of erroneous data to the Global Telecommunication System (GTS) and NDBC Website

    • Testing/evaluation of pre- and post- deployment systems

  • Manage the NDBC Science Support Team to promote the integrity of the observations, improve the confidence in and usability of NDBC observations, and help sustain daily functions which include:

    • Scientific studies /analysis to document the performance and quality of NDBC sensors/systems against documented requirements.

    • Recommend improvements to the NDBC data processing methodology to increase the overall value of NDBC observations to the end user.

    • Support QC algorithm and QA process development where applicable or as needed by NDBC. Support the NDBC in providing oversight, monitoring, and process improvement plans for each NDBC system of record archive process.

    • Participate with NDBC to communicate with external stakeholders regarding science changes at NDBC and to evaluate scientific benefits of new observations, technologies and activities.

    • Keep current on latest research, new applications for research, and observing systems.

    • Author/co-author NDBC reports, technical documents, papers, scientific publications, and data analysis findings. Participate in and present at science conferences, workshops and events of importance to NDBC.

  • Work closely with the NDBC Government MCC Branch Chief to ensure all requirements are understood and met

Qualifications

Requirements of the Mission Control Center Data/Science Manager:

  • Bachelor's Degree in Science, Engineering, or related field (Master's Degree preferred)

  • 8 years of relevant experience
