Title: Proposal Manager
Job Type: Full-Time
Location: Baltimore, MD / Norfolk, VA
Responsibilities:
• Actively involved in professional and community organizations, including the Society for
Marketing Professional Services (SMPS).
Analyze RFPs to prepare proposal outlines, ensuring compliance with requirements.
• Work with staff to develop standard and complex proposals, presentation materials, and
other marketing efforts.
• Assist in developing pursuit plans and client outreach activities ahead of RFP release.
• Coordinate, assemble, and prepare materials for client presentations and interviews.
• Create and develop responses to qualifications, ensuring schedules for proposals,
presentations, and other marketing materials are met and delivered promptly.
• Deliver high-quality documents and internal services.
• Ensure all proposal materials communicate the strategic vision for a given pursuit.
• Facilitate corporate marketing and proposal development processes, including go/no-go
decisions, marketing strategies, and the production of complex technical proposals.
• Gather content and research data on clients, competitors, markets, and corporate
experience.
• Handle production and arrange on-time delivery of SOQs/proposals.
• Produce SOQs and proposals, including editing, graphics, and digital and print reproduction
preparation.
• Ensure SOQ/proposal criteria compliance and maintain a list of relevant resources to
ensure compliant RFQ/RFP responses.
• Maintain scheduling and tracking systems for pursuit and proposal elements.
• Extract, categorize, and retrieve information related to clients, consultants, personnel,
projects, prior proposals, visuals, and mailing lists.
• Monitor online and print sources for industry-related market information.
• Distribute RFPs and RFQs for go/no-go decisions and track pre-submittal meeting
schedules.
• Prepare written and visual information for client presentations.
• Record and distribute notes from pre-submittal and public sector meetings.
• Represent the firm to clients, peer organizations, and business associates.
• Support marketing and business development activities, from client research to pursuit
management and proposal development.
• Utilize the Deltek Vision database to maintain company and contact information,
opportunity tracking, project information, and resumes.
• Work with the marketing and business development team to establish specific short-, near-,
and long-term activities and develop tracking and assessment systems.
• Perform special projects and other reasonable marketing-related duties as requested.
Minimum Qualifications:
• Bachelor’s degree: 8 years of experience recommended
• Recommended: Participate in mentoring; attend SMPS and other relevant industry
workshops; become familiar with SMPS Six Domains of Professional Services Marketing;
prepare to earn the Certified Professional Services Marketer (CPSM) certification
Other Required Knowledge, Skills, and Abilities:
• Solid visual sense and graphic design experience; proficiency in InDesign, Deltek, and
Microsoft Office Suite.
• Adaptable, organized, and flexible with competing deadlines; capable of multi-tasking,
coordinating multiple efforts, and prioritizing effectively.
• Able to align their role with the company’s mission and vision.
• Strong attention to detail.
• Excellent and thoughtful writing skills.
• Good time management skills, especially in deadline-driven AEC industries.
• Interest and awareness of best practices and industry trends.
• Knowledge of business/social etiquette and protocol.
• Experience with Deltek Vision or other CRM and asset management databases.
• Passionate about professional development and community-focused organizations (e.g.,
SMPS).
• Ability to provide input in creative brainstorms.
• Effective team player.
• Understanding of AEC marketing principles, proposal development, go/no-go process, and
business development functions.
• Proficient in SOQ/proposal production, including digital and printing/binding.
• Strong emotional intelligence; works well with various personalities and work styles.
• Collaborative mindset, understanding the interconnected nature of marketing and business
development.
• Able to work well under pressure.
