Main Sail LLC is seeking Governance Analysts to support Department of the Navy Financial Management Transformation. Initiatives include audit, budgetary reform, IT system consolidation, and policy support aligned with the Secretary of the Navy's strategic guidance.
Description: Uses best practices and knowledge in the field of Governance & Requirements Management to provide special functional or technical expertise in operations and transformation services. Performs studies of metrics, performance measurements, requirements, reports, and recommendations. Interprets results using a variety of advanced qualitative and quantitative techniques. Participates in translating requirements and use cases during solution design and implementation ensuring there is a clear and concise understanding of requirements. Assists in the formulation and implementation of strategic plans. Assesses proposed solutions for compliance and determines which fit the business need.
Responsibilities:
- Support the establishment, implementation, and sustainment of governance activities related to financial management systems, policies, and data, including support to OASN (FM&C) leadership in gaining transparency, visibility, and improving communication.
- Support utilization of Advana/Jupiter as the single source of truth to increase transparency and proactively manage the DON's budget execution.
- Support implementation of standardized data structures and data governance that aligns with Treasury standards.
- Requires one of the following levels of experience supporting or sustaining governance activities related to financial management systems, policies, or data:
- Level I: 1 year of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree)
- Level II: 3 years of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree)
- Level III: 6 years of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree)
- Level IV: 9 years of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree)
- Minimum of 2 years of experience with the DoD's Advana data platform is a must. Experience with the Navy's enclave (Jupiter) is a plus.
- Familiarity with U.S. Treasury data governance and data standards
- Ability to work independently and communicate/collaborate effectively.
- Familiarity with Navy ERP and/or DAI financial modules is highly desirable.
Period: Estimated start August 2024, through April 2029 including options
