Job Title: Temporary Program Manager

FLSA Status: Full Time - Exempt Temporary
Reports to: Assistant Director

Schedule: FT, varies
Supervises: Program and Navigation staff

Rate of Pay: $65,000-$68,000/year

Close Date: 6/16/2024

Benefits: Standard; Full-Time, exempt Temporary employees are eligible for but not limited to the following:

  • Health, vision, dental, life as well as voluntary life and disability insurance
  • Sick leave benefit – 1 day per month, 12 sick days per year (accrual and availability begins at hire)
  • Vacation benefit – 20 vacation days per year, accrued at the rate of .077 hours for each hour worked, excluding overtime (accrual begins at hire but may not be used until the completion of six months of employment)
  • One floating day off for use (accrued immediately, and again annually, but may not be used until the completion of the initial three-month introductory period of employment)
  • Pension Plan (after one year of continuous service)
  • Voluntary Tax-Deferred Annuity Plan (403(b)plan)

Function

The Program Manager provides direct oversight of the case management staff and program assistant staff at temporary housing sites operated by The Salvation Army. The primary responsibility of this position is to provide leadership and supervision to the program staff, this includes training, safety, policies and procedures, and scheduling. The role will directly liaise with the community to achieve the community driven objective to provide rehousing resources to housing displaced individuals in the Denver Metro Area. The individual in this position will seek insights and understanding of the people we serve, to determine the needs we may address and to aid people in changing the pattern of their lives to function more effectively in society.

Duties and Responsibilities:

  1. Support and manage site staff to create a positive environment for staff and participants.
  2. Support the team from hiring, training, and program development.
  3. Manages HR related issues including staff discipline and conflict resolution.
  4. Train staff to be proficient in responding to simple and complex situations while using trauma-informed care and crisis intervention strategies.
  5. Oversees staff schedules, manages payroll, and assesses appropriate staffing levels.
  6. Provides support and insight into improving policies, forms, procedures, outcomes etc. with Assistant Director to align program functions.
  7. Maintain, monitor, evaluate, and enforce policies, procedures, and rules.
  8. Mediate and resolve client complaints and incidents.
  9. Maintain and ensure the site is being fully used by the community.
  10. Initiate networking relationships with appropriate community and service agencies.
  11. Encourages and develops coordinated access/connection for participants with community services.
  12. Create opportunities and space for the provision of services and training by community partners.
  13. Attend trainings, workshops, seminars, community events and conferences related to this position.
  14. Responsible for maintaining confidential, professional boundaries with all clients.
  15. Work with volunteers, interns, staff, and outside agencies to facilitate program activities.
  16. Bilingual English/Spanish preferred.
  17. Must have a valid Colorado driver’s license.
  18. Other duties as assigned.

Qualification and Education Requirements:

  • Bachelor’s degree preferred.
  • At least 2 years of experience working with vulnerable populations, as demonstrated through education or work experience, required.
  • 2 years of experience leading or managing a team.
  • Experience with trauma informed care and crisis management techniques preferred.
