Position Summary :

Reports to the jail administrator. Directly supervises the chief / captain, maintenance supervisor, classification supervisor, records supervisor, risk manager / quality control specialist, laundry coordinator, food service supervisor, chaplain, mailroom coordinator, programs manager / librarian, and intelligence supervisor.

Responsible for the overall management of security functions in compliance with Management & Training Corporation (MTC) and customer directives.

Essential Functions :

  • Plan, coordinate and direct the total administrative and programmatic activities of the facility.
  • Provide staff training, evaluate staff performance, and implement organizational and personnel changes as approved by the jail administrator and coordinated with the human resources manager, prior to implementation.
  • Develop departmental budgets; monitor and control expenditures. Review and recommend changes

to budget authorizations.

Develop and implement new and revised policies and procedures affecting security, coordinate with

other departments to ensure compliance and overall facility objectives.

  • Direct procedures and practices relating to the training and counseling of inmate and security of staff and maintain constant vigilance of employees and inmates through staff assignments to ensure policies, rules and regulations are being adhered to and that none are violated.
  • Provide, through administrative staff assignments, proper number of officers, and other personnel for all administrative and security functions;

oversee preparation of work and other related reports on inmates for the classifications committee and permanent record of inmates showing progress and estimating rehabilitative prospects.

  • Monitor staff selection process of potential employees to ensure adherence to all applicable laws, MTC and state regulations, and select qualified applicants to fill vacancies as needed.
  • Required to make regular rounds of the facility which will include long periods of walking, to include climbing stairs and standing.
  • Act as facility duty officer as assigned.
  • Supervise and provide custody and security of inmates including 2-way voice communication, face to face observation which includes long periods of sitting and standing to perform these duties.
  • Creates and maintains a cellblock atmosphere conducive to respect of others.
  • Maintains appropriate boundaries with inmates.
  • Respond to emergencies including climbing stairs, steps, and ladders while searching for escaped inmates, hearing calls for and calling for help, giving first aid at the emergency site, carrying an injured or unconscious inmate or employee various distances to safety up or down stairs, steps, and ladders;

and use force. Must be willing and able to use deadly force to include the use of chemical agents and firearms to control inmates if necessary.

Regular and reliable onsite attendance is required.

Promote the development of positive social skills through modeling appropriate behaviors and

intervening when inappropriate behaviors are observed.

  • Maintain accountability of staff, inmates, and property; adhere to safety practices.
  • Visual, hearing, and physical capabilities sufficient to adequately perform assigned duties required.

PREA :

  • Plan and develop programs to comply with the PREA requirements.
  • Assist with policy and procedure development for facility compliance.
  • Create PREA Folders (., hard copy and electronic) for each standard with appropriation documentation demonstrating compliance.
  • Ensure staff education and knowledge regarding PREA requirements.
  • Complete and pre-audit documentation required (., pre-audit questionnaire, statistics / data).
  • Maintain appropriate PREA posters in living / common areas and language in the inmate handbook.
  • Assist the jail administrator in preparation of the staffing plan, to include facility line drawings with assigned posts, cameras (type and direction) and blind spot identification / mitigation methods.
  • In conjunction with the jail administrator, develop a Memorandum of Understanding (MOU) with a local rape crisis center to accept reports made verbally, in writing, anonymously, and from third parties, support inmates as an advocate.
  • Coordinate PREA audits to include providing auditor with staff, contractor, and inmate rosters with all applicable information.

Prepare an agenda with names of staff and inmates, audit tour, interview times and exit briefing.

  • Meet periodically with the SAFE / SANE Nurse.
  • Conduct regular reviews and inspections to ensure facility operations and programs are compliant with all applicable laws and policies.

This will require long periods of walking, including stairs and standing.

  • Facilitate administrative reviews of allegations / incidents of sexual abuse / harassment involving inmates, following investigative efforts.
  • It is expected that the incumbent shall perform other duties as assigned within his / her capabilities as determined by management.

Education and Experience Requirements :

  • Bachelor's degree in correctional management, criminal justice, public / business administration, education, counseling, or other related field.
  • Eight (8) years of correctional experience, five (5) of which must be in a managerial capacity. Directly related experience may be considered in lieu of formal education requirements, if approved by the senior vice president, corrections.
  • Must satisfy the requirements of the Jail Administration Examination as required by the Texas Government Code 511.00905.
  • Must possess an advanced or master level Jailer Certificate as determined by the Texas Commission on Law Enforcement (TCOLE).

Experience in lieu of TCOLE Jailer Certification will be considered if approved by Corrections Vice President.

  • Must be at least 18 years of age.
  • Must pass both a physical and psychological assessment as determined by TCOLE.
  • Valid driver’s license in the state of Texas with an acceptable driving record required, unless waived by management.
