Job Summary

The next CIO must be a collaborative leader who will work with their ITS leadership team to partner with other district divisions and the individual colleges to provide reliable, accessible, and secure enterprise systems and infrastructure. In doing so, the CIO is responsible for providing direction and leadership in the review of present IT systems and methods, and in the formation of new and revised systems that will position the ITS division to significantly improve the student experience across all colleges by providing student support through integrated processes and technology solutions.
Essential Functions

Operational Efficiency and Effectiveness
The CIO will facilitate a work environment that encourages knowledge of, respect for, and development of skills and promotion of professional development so that ITS division staff remain competent and current in their field. The CIO also represents the District in information technology-related matters with federal and state agencies, corporate entities, and other institutions of higher education, and thus, a familiarity with Arizona and its governing bodies as well as the expenditure of funds is desirable.
The CIO will:
  • Providing vision, strategic direction and planning, and coordination related to information technology integration and infrastructure across MCCCD
  • Monitoring the allocation of resources to seek economies of scale at a system level while maintaining quality of service and meeting the needs of learners across the system
  • Communicating and demonstrating return on investment (ROI) on capital information technology infrastructure expenditures
  • Managing departmental budget and capital investment proposals; proactively and strategically managing risks and containing costs related to information technology system operations;
  • Overseeing resource strategies and managing and negotiating relationships, contracts, and services of IT-service providers, vendors, and other external entities, including accountability for all information technology assets and software licenses
Shared Governance and Transparency
The next CIO must be approachable and able to build relationships, garner trust, and motivate a diverse team of individuals. The successful candidate will provide an energetic vision and develop a service-oriented culture, promoting open communication channels and enhancing relationships with stakeholders throughout the District while being appreciative of the culture of each individual College within the District.
The CIO will facilitate a work environment that encourages knowledge of, respect for, and development of skills and promotion of professional development so that ITS division staff remain competent and current in their field.   • Building collaboration among the District's colleges and divisions to achieve the overal goals and objectives of MCCCD through the lens and framework of shared governance and establishing a long-term technology roadmap in alignment with system-wide efforts
  • Providing guidance and counsel to the Chancellor and Chancellor's Executive Council in the examination and definition of objectives for existing and/or proposed information technology systems and the design of improved systems; making recommendations to promote innovation and ensure compliance
Strategic Planning
The CIO will be responsible for preparing MCCCD for the future by extending and building upon key interdependencies of technology for the system and providing overall leadership for the direction, administration, and management of district-wide objectives. This will include leading project management prioritization and driving the development and implementation of a district-wide IT strategic plan to ensure that ITS units within the District support the information technology needs of the individual colleges and their faculty, staff, and students. In addition to preparing long- and short-range goals and objectives related to strategic planning, the CIO will evaluate performance and progress toward the accomplishment of said goals and objectives, including monitoring workloads throughout the division and prioritizing staffing needs accordingly.

A Balance of System-wide Approach
Serving as a catalyst for change, it is imperative that the next CIO has a deep understanding of industry-standard administrative systems, networking, telephony, and academic teaching and learning. The CIO will have the opportunity to review and analyze current technology-related purchases and upgrades to ensure that new applications and technologies are compatible with existing systems and are appropriately integrated into the District's enterprise architecture. In addition, the CIO will work collaboratively to identify IT service needs at the District as well as individual college level and their impact on system-wide resources and promote the efficient use of resources by developing appropriate standards and ensuring infrastructure costs are included in all information technology analyses.
Additional Position Responsibilities
District Leadership
  • Working with the Chief Operating Officer and Chancellor's Executive Council to report to and advise the Governing Board on strategic initiatives, outcomes, and measurements related to information technology services.
Organizational Effectiveness
  • Ensuring comprehensive and timely communication of operational matters, project development, and issue resolution
  • Assessing and managing the principal risks of the District's business within operations to include proposals, projects, and staffing
  • Planning, organizing, assigning, supervising, reviewing, and evaluating the work of assigned staff
  • Participating in the development, providing oversight, and coordinating implementation of long-term business and sustainability strategies
Community Outreach
  • Participating in fundraising ventures
  • Optimize limited resources to better serve MCCCD's diverse students and communities
  • Further enhance employee engagement and contributions to student success
Minimum Qualifications

The position requires an earned master's degree from a regionally accredited institution in education or field related to business, organizational management, or leadership:
  • Master's Degree from a regionally accredited institution in education, business, finance, computer science, management information systems, or related Discipline.
  • 8 years' experience with a minimum of five (5) years of progressively responsible, technical leadership experience and demonstrated professional achievement in Information Technology with a commitment to academic excellence, collaboration, shared governance, efficiency, and effectiveness, and three (3) years of supervisory experience. Management/ leadership experience includes: Program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation, and compliance.
Desired Qualifications
  • Track record of successfully planning and delivering complex information technology services and projects in a large, multi-facility organization, preferably in higher education.
  • Experience leading and implementing information technology transformation through a comprehensive shared governance process with vision, strategy, and excellent judgment.
  • Ability to analyze, summarize, and effectively present and use data for decision-making purposes.
  • Capacity to perform complex tasks and prioritize multiple and sometimes competing priorities, including advanced project management and problem-solving skills.
  • Experience implementing innovative technology and organizational change strategies to enhance processes and improve the end-user experience.
  • Understanding of current and emerging information technology services, library services platforms including learning management and student information systems, financial systems, human resource management and procurement systems, CRMs, and other software applications, infrastructure, enterprises, help desk, and network Technologies.
  • Awareness of key issues and trends in broad areas of technology, including infrastructure, cloud services, data management, digital engagement, and AI.
  • Experience implementing and maintaining data security and privacy strategies.
  • Understanding of compliance requirements and demonstrated experience ensuring accessibility and usability by individuals for IT services.
  • Demonstrated commitment to fostering and enhancing an environment of shared decision-making, inclusion, diversity, equity, and justice.
  • Financial acumen and experience in managing budgets and allocating resources to achieve strategic objectives.
  • Experience developing and managing contracts, vendor relations, and other external partnerships.
  • Demonstrated capacity to foster a healthy organizational culture and build and strengthen relationships with a wide range of constituencies in a diverse Community.
  • Strong interpersonal skills, including the ability to inspire and motivate others as well as promote professional development opportunities.
  • Excellent communication skills that demonstrate the ability to listen, collaborate, be transparent/ honest, and lead with integrity.
