Reports to : Program Manager or Senior Project Manager

Summary : The Delphinus AIT Task Leader is the key role and onsite primary point-of-contact for the technical execution of Hull, Mechanical, and Electrical repair and Modernization projects.

With full authority, accountability and responsibility, this position plans, allocates, supervises and organizes technical aspects of work in the Project Team to ensure high standards, quality, adherence to specification and efficiency and to comply with good working practice and Delphinus process instructions.

Attends and report on hull, mechanical, electrical and AIT activities at Team Leader meetings for assigned ship maintenance, modernization and repair projects.

Prepare reports for the Project Manager and Production Manager regarding status of project(s).

Duties and Responsibilities include the following. Other duties may be assigned.

Plans, estimates, manages ship, shop and submarine work execution, and reconciles final QA documentation on assigned Alteration Installation Team (AIT) projects.

As the top decision maker on projects, resolves any internal issues that arise over the productive and safe management of the project.

Leads the post-project review to capture lessons learned which are applicable to future projects.

Meets or exceeds Project Managers realistic expectations for quality, productivity and safety on projects, and works with the Project Manager to address any changes in project scope and schedule.

Resolves issues on a day-to-day basis with multiple trades and subcontractors.

  • Perform Work Authorization (WAF), Tag-out and all functions related to project start, production and close.
  • Interprets specifications, plans job sequencing and coordinates the various phases of a project to prevent delays and avoid rework.

Ensures that change order requests and Condition Found Reports (CFRs) are properly written and submitted to the Project Manager.

  • Sets target times and provide lists of materials to be procured for all jobs. Arrange logistics plans for materials to be drawn from the warehouse for all jobs.
  • Writes timely and accurate documentation of each job and contributes accordingly to final written specifications. Confers with the Project Manager and Delphinus Staff to resolve problems and to improve company work execution processes and procedures.
  • Plans, coordinates and directs production activities to ensure assigned task(s) process follow Quality Assurance checks and documentation is thorough and submitted.
  • At time of bid package preparation, works closely with planning and estimating team(s). Evaluates, as SME, and assist in technical input for support work on awarded projects.
  • Develops Purchase Requests and assures appropriate purchasing and shipping and receiving processes are used for tools, equipment, and other products needed at the regional location.
  • Works from blueprints, engineering sketches, and specification requirements to determine materials and weld process required to fabricate component parts to develop a complete unit as designed.

Position Requirements

Required Background and Education :

Bachelor’s Degree (BS) in Engineering or a technical discipline preferred but not required, or equivalent experience associated with ship maintenance, modernization, construction and repair.

HS Diploma or GED required.

  • Certifications and training in a trade associated with HM&E trades and 7 years supervisory skills & experience associated with ship maintenance, modernization, construction and repair.
  • Minimum 2 to 5 years managerial or supervisory experience in engineering projects involving ship yard modernization, maintenance, installation, repair or testing of naval ship HM&E or electronic systems and equipment.
  • Must be able to successfully pass a criminal background check and obtain and maintain a security badge for all military installations and civilian shipyards as needed.

Must be able to obtain and retain Defense Biometric Identification System (DBIDS) card. Must be a U.S. Citizen.

Knowledge, Skills and Other Abilities :

  • Coaching and leading various Skilled Trades
  • Track task performance, specifically to perform the successful completion of short and long-term goals
  • Journeyman level skills with computers and MS Office Suite of applications
  • Solid organizational skills including attention to detail and multitasking skills
  • Management of labor resources, support services, tools and material
  • Ensure that all projects are in line with government and corporate authoritative documentation (Process instructions, Military Specifications and Standards) and Quality Assurance Plans
  • Delegate project tasks based on junior staff members' individual strengths, skill sets and experience levels
  • Coordinate internal and external resources and third parties (Vendors, Yard Services, Ship) for the flawless execution of projects
  • Computer Skills : Develop spreadsheets, diagrams and process maps to document needs and facilitate reporting. Must be proficient in Microsoft Office Suite, including MS Excel and MS Project.
