The State Highway Administration’s (SHA) Office of Equal Opportunity (OEO) is currently recruiting for a Procurement Review Group Coordinator (Administrator I) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: 
This position will work in the Procurement Review Division of the Office of Equal Opportunity. The main purpose of this position is the compilation, preparation of final documents/projects to be presented to the Procurement Review Group (PRG) for Minority, Disadvantaged, and Veteran Business Enterprise goal setting and the review and approval/denial of the Schedule of Participation Plans for projects.
 
The incumbent must have knowledge of all socio-economic programs; Minority Business Enterprise (MBE) goal, MBE sub-goal(s), Veteran-Owned Small Business (VSBE) goal, Disadvantaged Business Enterprise (DBE) goal and the Small Business Enterprise (SBE), as well as the request for waiver and Schedule of Participation approval/denial process.

Minimum Qualifications:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four (4) years of experience in administrative or professional work.Selective Qualification: Two (2) years of experience must have involved reviewing projects and/or recommending goals for subcontracting opportunities for DBE/MBE/VSBE programs.A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability). 
Preferred Qualifications:
The ideal candidate should possess the following:
  • Excellent writing/oral communication skills
  • Excellent interpersonal skills
  • Excellent computer skills including knowledge of MS Word, PowerPoint, Access, and Excel
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university. 
3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
