The State Highway Administration’s (SHA) Office of Construction (OOC) is currently recruiting for a Team Leader – Consultant Contracts Section (Administrator IV) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work:The primary purpose of this position is to serve as the Team Leader for the Consultant Contracts Section in the Construction Support Division (CSD). This position reports directly to the Division Chief of the CSD. This position is responsible for the lifecycle of the $320 million consultant contracts procured in the division. The Team Leader will be responsible for managing all phases of the Construction Management and Inspection (CMI) contracts including activities from pre-advertisement through contract close-out. This position provides expertise to the district offices regarding procurement and administration of CMI contracts and ensures that statewide construction projects are supplemented with consultant personnel. This position ensures that all contracts remain within the established budget, adhere to contract terms, meet diversity/minority business enterprise goals, as well as compliance with state and federal laws/regulations, MDOT policies and procedures, and that task activities are consistent with contract scope. This position also supervises the consultant contract managers regarding requests from consultant firms and the invoice review process for OOC CMI contracts. The Team Leader coordinates with other SHA offices, districts, consultant firms, and other state agencies or jurisdictions, as needed, with regards to CMI contract and task management. Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.
Selective Qualification: Three (3) years of consultant contract management experience and/or consultant task management experience.
A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
PREFERRED QUALIFICATIONS: The ideal candidate will possess the following:
Knowledge of state procurement regulations for Architectural & Engineering (A&E) procurement
Experience working in a high-volume and high-pressure environment and setting priorities for work tasks
Excellent organizational and recordkeeping skills – detail oriented
Excellent internal/external customer service ability and interpersonal skills
Excellent written and oral communication skills
Ability to effectively supervise staff
• Working knowledge of spreadsheets, financial management software, databases, word processing, email, and pdf-related software
Ability to write and interpret policies and procedures
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
